Summary of the contracting process

The Crown Commercial Service (CCS) is initiating a tender process for a framework agreement titled "Supply of Energy and Decarbonisation Services," targeting the energy industry, specifically focusing on petroleum products, fuel, electricity, and related services. The procurement process is currently in the Planning stage, and the contract is planned to commence on 11 November 2026, concluding on 10 November 2030. The CCS, located in Liverpool, aims to administer approximately 26 TWh of electricity and gas across roughly 90,000 meters, impacting over 1,000 customers. This initiative is part of central government procurement efforts, with a focus on aligning customers with evolving energy and decarbonisation policies. Future notices regarding this tender will be published by 13 May 2026.

This tender offers substantial opportunities for businesses involved in energy supply, management, and innovation, including those specialising in risk management, metering, carbon analysis, reduction strategies, and energy generation. Companies exploring the "Energy as a Service" model, and those offering supplementary goods and services such as siteworks and demand side response, stand to benefit from this framework. With an estimated value of £50 billion, businesses capable of meeting dynamic energy needs and contributing towards sustainability goals are well-suited to participate and potentially grow by accessing an expansive public sector customer base through this extensive framework.

Notice Title

Supply of Energy and Decarbonisation Services

Notice Description

Crown Commercial Service (CCS), as the Contracting Authority, intends to put in place a framework agreement for the supply and administration of approximately 26 TWh of electricity and gas to meet requirements of over 1000 customers across c.90,000 meters. Note that these numbers could vary depending on standard market factors such as the number of customers accessing the agreement and the impact of energy management initiatives. It is anticipated that aggregated risk management strategies will play a key role in the new framework agreement, but CCS is also keen to explore opportunities related to alternative and supplementary models, such as the "Energy as a Service" concept. CCS also anticipates that the new framework agreement will incorporate requirements that help customers to align with developing energy and decarbonisation policy e.g. optimising on-site generation opportunities and integrating Power Purchase Agreements. CCS will also be looking to consider the inclusion of goods and services that are supplementary to energy procurement and supply, such as: - metering - carbon reporting/analysis - carbon reduction advice - siteworks - energy generation - energy bureau services - demand side response Please note that the above is for guidance purposes only and the strategy, scope and lotting structure of the agreement will be determined over time.
