Summary of the contracting process

Essex County Council, acting on behalf of Essex Housing LLP, has initiated a public procurement process for the Lexden Gardens Phase 3 Development. The project involves complex construction tasks at the former Essex County Hospital site in Colchester, Essex, including refurbishments, alterations, and new builds. The procurement, structured under an open procedure valued at £14 million, is currently in the tender stage with submissions due by 12 pm on 19th November 2025. The construction period is set to begin on 2nd March 2026 and conclude on 30th September 2027. The procurement falls under the construction industry category and is a significant opportunity within the UK region of East of England (UKH36).

This tender represents a substantial opportunity for businesses involved in construction and development, particularly those with expertise in complex refurbishments and new builds. Suitable participants might include principal contractors with a track record in delivering large-scale housing projects, especially firms skilled in stakeholder collaboration within a political context. As the project encompasses a blend of refurbishment and new construction, businesses that can demonstrate flexibility and quality control will be at an advantage. Additionally, knowledge of managing projects to meet social value criteria will be beneficial given the emphasis on delivering specialist and affordable housing solutions.
