NEPO210 Highways Surfacing Works
Notice Description
The Association of North East Councils Ltd, trading as the North East Procurement Organisation (NEPO), has established a multi-contractor, multi-lot Framework Agreement for the provision of Highways Surfacing Works. This Framework provides Contracting Authorities with access to a wide range of Suppliers capable of delivering specialised highways surfacing services. The Framework is structured into 16 lots, designed to cover the diverse requirements of Contracting Authorities across the North East and the wider UK. The works covered in the Framework have been split into the following lots: 1 Asphaltic Concrete 2 Grouted Macadam 3 Surface Dressing 5 Hot Applied High Friction Surfacing 6 Cold Applied High Friction Surfacing 7 Slurry Seal of Footways 8 Slurry Seal / Micro Asphalt of Carriageways 9 Carriageway in Full Depth Recycling 10 Carriageway Re-tread 11 Captive Shot Blasting - Mechanical Retexturing 12 Hydro blasting - Surface Retexturing 13 Patching 14 Alternative Patching Methods: Hot Applied 15 Alternative Patching Methods: Cold Applied 16 Road Markings 17 Surface Preservation: Penetrative The scope of works includes, but is not limited to: Supply and delivery of Highways Surfacing Works. Execution of works to the required specifications and standards. Delivery across various locations, in line with the needs of individual Contracting Authorities. Suppliers appointed to the Framework are required to deliver services in a reliable, cost-effective and compliant manner, ensuring high standards of safety and quality. The Framework is open for use by all Contracting Authorities nationally, enabling them to procure highways surfacing services efficiently and effectively to meet the needs of their service users. The value for each lot is determined by dividing the total framework value by the number of lots. Whilst individual lots may exceed their calculated value, the total will not surpass the overall framework value. This UK7 notice covers the following UK6 notices 2025/S 000-068170, 2025/S 000-068304, 2025/S 000-063545, 2025/S 000-063525. These UK6 notices had to be duplicated due to system issues.

Asphaltic Concrete
Asphaltic Concrete and Asphaltic materials must be supplied in accordance with and comply with National and European Standards, shall be transported and laid in accordance with the requirements of BS 594987:2024.

Planning Information
NEPO intend to publish a preliminary market engagement questionnaire via Open e-Tendering system (www.open-uk.org). The questionnaire responses will help NEPO design the framework by providing the level of market interest and provide insight from suppliers on the shaping of the future provision. The questionnaire will be made accessible via the Open e-Tendering system on 17 April 2025 with a submission deadline of 16:00 on 7 May 2025. Suppliers wishing to access and complete the questionnaire must first register on the e-Tendering system using the following link https://www.open-uk.org For guidance on how to create an account or submit your questionnaire response through Open, please visit https://www.open-hub.org/training to access the available Training Guides. If you need technical assistance from the Open Support team, this can be requested via open.support@nepo.org. PLEASE NOTE: Open is accessible 24/7 however, technical support is available Monday to Thursday 08:30 - 17:00 and Friday 08:30 - 16:30. NEPO also intend to hold a meeting via Microsoft Teams on 6 May 2025 between 10:30 - 11:30 am. A presentation will be given and there will be an opportunity to ask questions in the session. Suppliers must submit their questionnaire via Open before 16:00 on 2 May 2025, to confirm their attendance at the meeting on 6 May. Attendance at the Microsoft Teams meeting is optional and does not provide suppliers with an advantage in any future related procurement. Presentations and Q&A from the session will be published as part of the procurement process. Attendance also does not constitute as an intention to tender for any future related procurement. Execution of works to the required specifications and standards. Delivery across various locations, in line with the needs of individual Contracting Authorities. Suppliers appointed to the Framework are required to deliver services in a reliable, cost-effective and compliant manner, ensuring high standards of safety and quality. The Framework is open for use by all Contracting Authorities nationally, enabling them to procure highways surfacing services efficiently and effectively to meet the needs of their service users. The value for each lot is determined by dividing the total framework value by the number of lots. Whilst individual lots may exceed their calculated value, the total will not surpass the overall framework value. This UK7 notice covers the following UK6 notices 2025/S 000-068170, 2025/S 000-068304, 2025/S 000-063545, 2025/S 000-063525. These UK6 notices had to be duplicated due to system issues.",

"description": "This Framework is accessible to Contracting Authorities via Call-Off Contracts. NEPO has established overarching terms and conditions that define the core principles of the Framework. When a Contracting Authority with an active Call-Off identifies a need that can be met under the Framework, they will enter into a project-specific Call-Off Contract with the awarded supplier. These project-specific terms and conditions will be developed in agreement between the Contracting Authority and the supplier. Pricing determined through the tender process and evaluated against predefined award criteria and associated weightings. All tenders were assessed accordingly, and suppliers ranked based on their final evaluation scores. Pricing submitted as part of the establishment of this Framework will apply to requirements within the North East region only. For use outside the North East region, participating authorities must conduct a further competition under the terms of the Framework Agreement. NEPO will conduct an annual pricing review using the BCIS index. Additionally, NEPO may seek pricing from all Framework Suppliers for new items proposed for inclusion in the Framework. Supplier rankings may be re-evaluated and adjusted during the review points before year 3 and 5 of the Framework term. This re-ranking will consider updated pricing for the upcoming 12 months in conjunction with the original quality scores awarded during the tender process. Contracting Authorities may establish Call-Off Contracts through either Direct Award (based on ranking) or Further Competition. In cases of Direct Award, pricing will be based on the tendered rates within the Framework. While suppliers may offer lower rates, they must not exceed the maximum rates set out in the Framework. All suppliers appointed to a particular lot on the Framework may be invited to participate in Further Competitions. The evaluation criteria for any Further Competition will be specified by the Contracting Authority and included in the competition documentation. Suppliers will be required to submit pricing based on the specific project requirements. While suppliers must not exceed the maximum rates outlined in the Framework, they are encouraged to submit competitive offers below these thresholds where appropriate. NEPO reserves the right not to procure or award any successive Framework in the Open Framework scheme.",
