Summary of the contracting process

The proposed procurement process, initiated by Bracknell Forest Borough Council, focuses on establishing a new framework for older people’s residential care services. The procurement, currently in the planning stage, is classified under the "services" category, specifically targeting the health and social work sector (CPV 85000000). This project will cover the UKJ11 region in the United Kingdom. The council plans to carry out pre-market engagement activities in early 2026, with the future notice expected by 1st February 2026. The framework agreement is valued at £40 million and is scheduled to commence on 1st April 2027, concluding by 31st March 2031. The procurement follows the light touch regime and focuses on a planned framework arrangement.

This tender offers significant opportunities for businesses specialising in health and social care services. Small and medium-sized enterprises (SMEs) may find this an excellent chance to expand their market reach and operational footprint within public sector contracts. Since the council intends to consult and engage with the market, innovative care providers can contribute to defining the framework's structure and service model. This proactive engagement may allow businesses to leverage their expertise and tailor services to align with the council’s expectations, thereby fostering a mutually beneficial partnership and enhancing their competitive advantage in future tender offers.

Notice Title

Older People Residential Care Framework

Notice Description

Bracknell Forest Council intends to create a new framework for the provision of older people's residential care. This framework will support new placements only, however if a current care provider is successful in joining the framework then their existing packages will be novated to the framework terms and conditions. Current care providers who are unsuccessful in joining the framework will retain all existing care packages (unless removed for other reasons), but will no longer be offered new packages in the first instance The Council is still determining the precise structure and service model for this framework, and therefore is unable to provide further detail regarding the Lot structure at this time. Interested parties should note this may change prior to the publication of the tender, and therefore should not consider current arrangements as indicative of the framework design. The Council intends to carry out pre-market engagement and consultation in early 2026 to involve interested parties in this service design.
