Summary of the contracting process

Sunderland City Council procured a short-term temporary supported housing service for single homeless people in central and south Sunderland who have support needs. The requirement is for accommodation, housing management and intensive support for residents who have been assessed as homeless. The service is intended to keep residents and the local community safe, address individual support needs and help residents move on to independent living. This is a social care and supported accommodation service, classified under social work services with accommodation. Delivery is in Sunderland, with the council leasing a property for use as supported temporary accommodation. The procurement was a single service lot and was identified as suitable for small and medium-sized enterprises.

The procurement is complete and has been awarded following an accelerated open procedure for a light-touch services contract. Five bids were received, with four reaching the final stage. The award was made to Tyne Housing Association Limited on 16 February 2026 for £955,021 gross. The contract was signed on 22 April 2026 and runs from 1 June 2026 to 31 May 2029, with an option, at Sunderland City Council’s discretion, to extend by up to three further 12-month periods, to a maximum date of 31 May 2032. The original estimated gross value was £990,000. Evaluation weighted quality at 70%, price at 25% and social value at 5%.

This award demonstrates sustained local demand for providers able to combine supported accommodation with intensive, person-centred housing support for single homeless residents. A credible competitor for a future requirement would need to manage temporary accommodation safely, protect residents and the surrounding community, assess and respond to varied support needs, and help people progress towards independent living. Relevant experience in homelessness services, supported housing, safeguarding, tenancy sustainment and move-on planning would be valuable. The successful supplier was a small or medium-sized housing association, showing that the requirement can suit organisations of that scale. The evaluation places greatest emphasis on service quality, so evidence of outcomes, operational resilience, trained staff and effective partnership working would be important.
