Summary of the contracting process

The Hertfordshire Partnership University NHS Foundation Trust is in the tender stage for the "HPFT Adult Acute Inpatient Service" contract, specifically aimed at hospital and related services within the mental health sector. The procurement is classified under the CPV code 85110000 and covers both adult and older adult acute inpatient mental health beds in Hertfordshire, United Kingdom. The procurement process follows the Provider Selection Regime (PSR) with an intention to directly award the contract without prior publication of a call for competition. The contract period is expected to be from 1st April 2025 to 31st March 2026, and specific legal and regulatory guidelines under the Health Care Services (Provider Selection Regime) Regulations 2023 are in place. Additionally, a notice of intention to award was published, initiating a standstill period effective from 23rd April 2025, allowing providers to submit representations until 2nd May 2025.

This tender presents significant opportunities for business growth, particularly for service providers with a focus on mental health care services. The contract facilitates the availability of block-purchased beds, which presents a cost-effective solution compared to spot purchasing, promoting financial efficiency while supporting NHS objectives to reduce inappropriate bed placements. Businesses specialising in hospital and inpatient care, particularly those who can demonstrate collaboration, sustainability practices, and local recruitment strategies, will find this opportunity suited to their services. Cygnet Health Care Limited is already mentioned as a supplier noted for integrating its services with local NHS pathways, ensuring continuity and quality care delivery in Hertfordshire. Businesses that can align with these standards and provide evidence of solid contractual performance and commitment to social value and environmental sustainability are well-positioned to grow through this procurement deal.
