Summary of the contracting process

West Mercia Police and Crime Commissioner commissioned victim and domestic abuse support services across the West Mercia area. The requirement covered independent sexual violence adviser services (ISVA), independent domestic abuse adviser services (IDVA), and domestic abuse perpetrator programmes (DAPP) for high, medium and standard-risk cases. The wider specification also identified child exploitation, sexual violence and domestic abuse services as relevant experience areas. This is a health, social care and community support services procurement, delivered across West Mercia, including Worcestershire, Herefordshire and Shropshire. The services are intended to support victims, reduce risk and harm, improve safety and outcomes, coordinate multi-agency referrals, and deliver behavioural change and programme completion for perpetrators. The buyer is the West Mercia Police and Crime Commissioner.

The procurement is complete and contracts have been signed. It used a selective competitive flexible procedure under the Light Touch Regime, with electronic submissions allowed in English. Evaluation considered price alongside other criteria set out in the procurement documents. The original three-lot requirement had estimated gross values of £8,600,000 for ISVA, £5,436,000 for IDVA and £7,618,000 for DAPP. Axis Counselling was awarded the ISVA/IDVA service, with a signed contract worth £8,135,018, dated 31 March 2026 and running from 1 April 2026 to 31 March 2029. Cranstoun Services Limited was awarded the DAPP contract, worth £4,417,003, signed on 31 March 2026 for the same period. Both contracts may be extended by two years following service review.

This procurement shows sustained demand from West Mercia for specialist victim support and domestic abuse interventions delivered at geographic scale. A credible future supplier would need demonstrable experience in independent sexual violence advice, independent domestic abuse advice, or perpetrator programmes covering high, medium and standard-risk cases, together with the ability to operate across the West Mercia area. Strong capability would include safeguarding, risk assessment and risk reduction, victim or client engagement, outcome and satisfaction monitoring, and effective multi-agency collaboration, coordination and referrals. For perpetrator services, relevant evidence includes structured programmes that achieve behavioural change and completion. The buyer also values performance, service quality, pricing and value, with reporting expected on a quarterly basis against agreed outcome measures.

Under section 143 of the Anti-social Behaviour, Crime and Policing Act 2014, Police and Crime Commissioner's (PCC's) were given wide ranging powers to commission or provide victim services and are able to use Ministry of Justice (MoJ) annual grant funding to do this. At the national level, the MoJ commissions various victim support services, including a witness service, a homicide service, support for victims of human trafficking, and support for victims of rape through rape support centres, national telephone helplines, and other support for victims of domestic and sexual violence. Since 2015, the West Mercia Police and Crime Commissioner has used some of the annual MoJ grant funding and PCC funding to invest in and deliver the following (headlined only) services below: Victim Services: - ISVA & IDVA , and Since 2020, the Commissioner has used PCC funding and grant funding from the Home Office 'Domestic Abuse Perpetrator Programmes Fund', to invest in and deliver the following West Mercia wide services: All Risk programmes consisting of: High - risk level , standard to medium risk and standard OOCR perpetrator programmes. The Commissioner is keen to hear from any service delivery provider(s) with experience of delivering: Child Exploitation Services, Sexual Violence Services or Domestic Abuse Services (which includes Domestic Abuse Perpetrator Programmes), with a footprint or the ability to operate across the West Mercia geographic area. This is a procurement for Services specified in the Procurement Act 2023 as those covered by the Light Touch Regime (LTR). The Commissioner has issued a Tender Notice within Contracts Finder in accordance with the spirit of the Procurement Act 2023, to conduct the procurement process in an open and fair manner, to deliver value for money, to maximise public benefit, to have regard for the sharing of information for the purposes of ensuring procurement is done transparently, the Commissioner will act, and be seen to act with integrity, whilst ensuring equal treatment throughout the procurement process. The procurement exercise will be conducted in accordance with Section 9 of the Procurement Act and the information contained in this Invitation to Tender (ITT) and its associated documents.

Renewal: 24 months extension period subject to a review of the service, the extension period shall be subject to the organisational requirement of the Commissioner, the Service providers maintaining a level of performance which is acceptable to the Commissioner, the Service provider offering levels of pricing and value which are acceptable to the Commissioner for the extension period.

Independent Domestic Abuse Advisors (IDVA)

Renewal: 24 months extension period subject to a review of the service, the extension period shall be subject to the organisational requirement of the Commissioner, the Service providers maintaining a level of performance which is acceptable to the Commissioner, the Service provider offering levels of pricing and value which are acceptable to the Commissioner for the extension period.

Domestic Abuse Perpetrator Programme (DAPP)
