Notice Description

As outlined in the 2025/26 Local Implementation Plan (LIP) for the Office of Life Sciences (OLS) commission, Health Innovation West of England (HIWE) has set an ambitious target to significantly expand its portfolio of real-world evaluation projects, with the aim of initiating and progressing these during the current financial year. HIWE currently operates an internal Evaluation and Insights team that provides bespoke analytics and evaluation services to internal stakeholders. However, to support the delivery of our enhanced 2025/26 ambitions, we are seeking additional capacity through the appointment of an external partner. HIWE intends to rapidly appoint a third-party supplier or suppliers to provide evaluation and analytical support over an initial period of three years, with the potential to extend for two further periods of 12 months. Scope of Work Robust evaluation of products, technologies, and services within health and social care is essential to enable evidence-based decision-making and to determine which innovations are suitable for wider adoption and spread—an integral part of HIWE’s mission. We are seeking a supplier who can work collaboratively with HIWE to design and deliver real-world evaluation projects. These projects may vary in scope but will typically involve mixed-method approaches to assess whether innovations achieve their intended outcomes and benefits in practice. A key component of this work includes health economic analysis to determine the financial impact and value of innovations. The required services include, but are not limited to: 1. Evaluation planning, design and logic model development 2. Quantitative data analysis, including descriptive analysis, dashboard development and inferential statistics 3. Qualitative data analysis 4. Carbon benchmarking and analysis of environmental impact 5. Report and summary writing, tailored to different audiences 6. Health economics including budget impact modelling, cost-benefit analysis and cost-effectiveness analysis. 7. This work will be carried out as a collaborative endeavour, with outputs designed to meet the needs of a range of stakeholders, including both innovators and health and care system partners.
