Summary of the contracting process

The Met Office is procuring research and development and related consultancy services through its Academic Partnership Science Delivery Framework 2. The requirement provides external scientific expertise and resource to support weather and climate science, technology, skills, research and innovation priorities. The eight service areas are Joint Chair Services; Co-Sponsorship Agreements; Observations; Prediction and Projection; Post-Processing and Analysis; Data Supply; Research and Development Services for Products and Services; and Cross MOAP Competition. Work is delivered across the UK for the Met Office, based in Exeter. The framework brings the Met Office together with leading UK universities to form a research network. Call-off work in seven lots uses research and development terms; Co-Sponsorship work uses co-sponsorship terms.

The procurement has been awarded and contracted through an open procedure as a closed framework with up to eight participants. Awards were made on 26 February 2026 and contracts were signed on 1 July 2026, with all contracts running from 1 July 2026 to 31 March 2030. Award values are Lot 1 Joint Chair Services £1.6m; Lot 2 Co-Sponsorship Agreements £2m; Lot 3 Observations £1.2m; Lot 4 Prediction and Projection £4.5m; Lot 5 Post-Processing and Analysis £4.5m; Lot 6 Data Supply £1.2m; Lot 7 Research and Development Services for Products and Services £4.5m; and Lot 8 Cross MOAP Competition £4.5m, all excluding VAT. Evaluation for every lot weighted technical quality at 70%, social value at 10% and commercial criteria at 20%.

This opportunity shows sustained demand from the Met Office for university-level scientific capability in weather and climate research. The selected framework suppliers are large UK universities, indicating that credible competitors need demonstrable research excellence, specialist scientific expertise and the capacity to supply external researchers, data and consultancy across the relevant disciplines. Relevant capability areas include observational science, prediction and projection, post-processing and analysis, data supply, product and service research and development, co-sponsorship, and academic leadership through joint chair services. Suppliers should also be able to work collaboratively within a multi-university partnership and support cross-partnership competitions. Technical quality dominated the evaluation, while social value and commercial performance also formed part of selection, so future competitors will need a strong technical proposition alongside a credible social value offer and robust commercial delivery.

The Met Office will be hosting a virtual supplier event on Wednesday 25th June. The goal of the supplier event is to provide potential suppliers with an overview of the academic partnership's science delivery framework. The event will take place on MS Teams and the format will in the main be a presentation from Met Office. This will be followed by a question-and-answer session, and a briefing on the next steps.
