Summary of the contracting process

Cumberland Council commissioned a care and prevention microenterprise service across Cumberland. The appointed provider is to create a network of microenterprises delivering care-related duties, support and prevention activities for residents. The service aims to reduce unmet care needs and the number of people requiring statutory intervention, while supporting independence, mental health, physical wellbeing and social interaction. Work includes developing prevention services and a local network, with particular attention to rural areas where care and support demand is not being met. The procurement is for health services and is suitable for small and medium-sized enterprises and voluntary, community and social enterprises. It is a light-touch public service commissioned by Cumberland Council, with delivery across Cumberland.

The procurement is complete and the contract was awarded to People First Independent Advocacy. The contract was signed on 2 August 2025 and runs from 1 August 2026 to 1 August 2027, with two possible extensions of up to 12 months each, giving a maximum end date of 1 August 2028. Its contract value is £303,000 gross (£252,000 excluding VAT). The tender’s estimated value was £303,000 gross (£252,500 excluding VAT). This was a below-threshold open competition. Tenders were due by 8 July 2025 at 10:00, and enquiries by 1 July 2025 at 10:00. Evaluation was based on quality at 70%, price at 20% and social value at 10%. The procurement used a dynamic purchasing system.

This requirement suits providers able to establish and support a distributed network of care and care-prevention microenterprises across a rural and mixed urban area. A credible competitor would need a local presence in Cumberland, the capacity to identify suitable people with an interest in care, and the skills to build and maintain a provider network. Relevant capability includes training individuals to establish legally compliant microenterprises, helping them put suitable processes, policies and insurance in place, and upskilling people without previous care-delivery experience. Providers should also understand prevention, personal independence, mental health, physical wellbeing and social interaction, and be able to respond where statutory care demand is unmet. The opportunity indicates that Cumberland Council values quality, measurable social value and sound service delivery alongside price.

Planning Information

Cumberland Council is looking to engage with providers with capacity and the required skills and experience to find train and support individuals to set up as Microenterprises across Cumberland to deliver care related duties, support and prevention activities for Cumberland residents. To help people to continue living in their homes meeting their care and support needs and promoting personal independence and wellbeing. The role will require a local presence in Cumberland to identify network and support suitable individuals with a passion about care who want to set up their care provision/prevention microenterprises with a focus on creating a network of microenterprises across the Cumberland footprint with a specific focus on rural areas where there is a demand for care and support which is not being met. Although the service specification is in the development stage, if the Council looks to go ahead and commission a provider to develop a network of care/care prevention Microenterprises across Cumberland the provider will need to have access to a training programme to prepare individuals to set up Legally complaint microenterprises with required processes, policies, insurance in place as well as upskilling individuals with no previous care delivery experience as required. So, we are inviting all interested providers to join us for a provider engagement session on the 4th of April 2025, 10am to 11am via Microsoft Teams. As part of the provider engagement session the Council Commissioning Team will discuss the outline commissioning plan, talk through the tender process and commissioning timeline. There will also be an opportunity for providers to ask questions.
