Summary of the contracting process

The UK Foreign, Commonwealth and Development Office (FCDO) is currently in the planning stage of a procurement process for the Humanitarian Emergency Response Operations and Stabilisation 2.0 (HEROS 2.0) programme. This programme is divided into two lots: Lot 1 focuses on Early Warning, Risk Analysis, and Humanitarian Response, while Lot 2 centres on the Conflict Expert Advisory Service. The primary location for this procurement is in London, UK, with the current stage involving market engagement activities. A key deadline for feedback from the market engagement is set for 15th July 2026. Prospective suppliers can participate in a supplier networking session planned for mid-July as part of this process.

This tender presents significant opportunities for businesses involved in services related to foreign economic aid, especially those with expertise in conflict analysis and humanitarian response. The procurement process is competitive, offering a substantial contract period that extends from February 2028 to October 2034, with potential renewal. It is well-suited for small and medium enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) looking to expand their operations in global humanitarian sectors. Businesses with capabilities in providing advisory services on conflict and those that can engage in early warning and risk analysis in humanitarian contexts are particularly encouraged to engage. This procurement process enables businesses to forge strategic partnerships and expand their participation in the UK's efforts to address global humanitarian and conflict-related challenges.
