Summary of the contracting process

The public procurement process initiated by Homes England aims to establish a national framework agreement for property, financial, and development services, with signing of contracts targeted by 31st July 2026. Homes England, operating as a sub-central government public authority, is the buying organisation seeking these services to support various activities such as estate management, investment services, and project management throughout the United Kingdom. The procurement is structured across three lots, each covering different service categories: property professional and technical services, financial advisory services, and development monitoring services. The contracts are planned to commence on 1st June 2026 and run through to 31st May 2030. Homes England employs an open procedure method, indicating the process is competitive and widely accessible for potential suppliers.

This tender offers significant potential for business growth, particularly for large firms with capabilities in real estate, finance, and development sectors, as the procurement covers diverse services that are critical to public sector needs. The framework is a strategic avenue for businesses to engage with a high-profile government body like Homes England, allowing them to participate in numerous projects and potentially secure substantial contracts throughout the UK. With the procurement framework including both direct awards and further competition, it opens opportunities for businesses to showcase their expertise, irrespective of their size, although a large number are expected to be involved. This means small and medium-sized enterprises could also benefit by aligning their services with the requirements of specific lots, especially in areas like compliance and monitoring where specialized skills are paramount.
