Summary of the contracting process

Homes England has procured a national framework of legal services for property, investment and corporate work. It is divided into two areas: real estate and investment legal services, including affordable housing, and corporate legal services. The framework is intended for Homes England, its subsidiaries and organisations acting on its behalf. Work may be commissioned across England, including the North East, North West, Yorkshire and the Humber, East Midlands, West Midlands, East of England, London, South East and South West. The requirement covers legal advice and services linked to Homes England’s property and investment activities, as well as corporate matters. Individual assignments may be called off from the framework through a direct award or a further competition.

The procurement has been awarded under an open competitive flexible procedure, with a participation stage, invitation to tender and framework award. Ten firms were selected for the real estate and investment lot: Bevan Brittan, Browne Jacobson, DWF, HCR Legal, Mills & Reeve, Pinsent Masons, TLT, Trowers & Hamlins, Walker Morris and Winckworth Sherwood. The corporate legal lot has 13 appointed firms: Addleshaw Goddard, Ashurst Perkins Coie, Bird & Bird, Bryan Cave Leighton Paisner, Burges Salmon, DWF, Eversheds Sutherland, Freeths, Mills & Reeve, Pinsent Masons, Trowers & Hamlins, Walker Morris and Womble Bond Dickinson. The award date was 16 October 2026. Each lot runs from 18 November 2026 to 17 November 2030. The real estate lot is valued at £35 million and the corporate lot at £28 million, excluding VAT. Price accounts for 40% of evaluation and quality for 60%, including written submissions and interviews. Both lots were open to SMEs.

This framework demonstrates demand for firms able to deliver national-scale legal support across Homes England’s property and investment portfolio and corporate activity. The real estate lot called for experience in real estate, affordable housing, SME banking, commercial and procurement matters, subsidy and regeneration. The corporate lot covered joint ventures, real estate finance, restructuring, procurement, banking and regeneration. Both lots assessed the strength and capacity of the proposed resources and skills, service quality and quality assurance, alongside social value; bidders also faced economic and technical selection requirements. A credible future competitor would need to assemble teams with relevant specialist expertise, sufficient capacity to support a national client and the ability to evidence quality and social value. The framework’s use of direct awards and further competitions means suppliers must also be prepared to respond to individual commissions as well as demonstrate capability at framework level.
