Evaluation weighted quality at 50%, price at 35% and social value at 15%.

This award demonstrates substantial, continuing demand from Cornwall Council for extra care services delivered in housing settings. A future competitor would need an operating model capable of providing on-site care and support in both new and existing extra care schemes, with sufficient capacity for delivery across strategic locations in Cornwall. The competition attracted 40 bids, of which 39 reached the final stage, showing a sizeable and established provider market. Quality was more important than price in evaluation, while social value also formed a separate part of the assessment. The framework’s suitability for SMEs and VCSEs indicates that smaller or mission-led providers can be credible participants, provided they can meet the economic and technical conditions of participation and demonstrate reliable service delivery at framework scale.
