Summary of the contracting process

Newcastle City Council procured a home care services framework for adults living in Newcastle who meet the national eligibility criteria for care and support. Awards were made on 6 July 2026: North to Be Caring Ltd and Comfort Call Limited for £34,830,000; East to St Anthony of Padua Community Association and Hales Group Limited for £34,320,000; Inner West to Springfield Home Care Services Limited and Kay Care Services Ltd for £34,830,000; and Outer West to Life and Care Solutions Limited and KD Care Services Ltd for £34,830,000. Each award had a contract period from 5 September 2026 to 5 September 2034. Evaluation was based entirely on specification requirements, with economic and technical selection criteria.

This procurement shows sustained demand for large-scale, multi-zone home care provision from Newcastle City Council. Suppliers need the operational capacity to deliver reliable care across a defined geographical zone, every day of the year and across extended daily hours. Relevant capability includes supporting older people and adults with complex needs, including mental health conditions, physical and sensory disabilities, dementia, learning disabilities, autism, acquired brain injury and palliative care. Providers also need responsive scheduling, sufficient trained care staff, management and supervision arrangements, and the ability to work collaboratively on referrals. Experience of person-centred care, maintaining continuity, responding quickly to assessed need and accommodating service-user preferences would support a credible future response. Smaller care businesses were eligible to participate.

Newcastle City Council has a statutory duty to provide care and support services to residents who meet the national minimum eligibility threshold as defined by the Care Act 2014. The Council is committed to delivering a high-quality, responsive, and accessible home care service that enables individuals to live independently, safely, and meaningfully within their own homes and communities. This contract will support adults residing in the City of Newcastle who meet the national eligibility criteria, including: Older people aged 65 and over Adults (18+) with mental health needs Adults (18+) with physical disabilities, including sensory impairments Adults (18+) with specific needs, such as dementia, learning disabilities, autism diagnosis's, mental health conditions, end-of-life or palliative care, sudden onset or acquired brain injuries The service will operate 365 days a year (366 in leap years), between the hours of 7:00 AM and 11:00 PM.
