'The following conditions are met in relation to the public contract- (a)due to an absence of competition for technical reasons, only a particular supplier can supply the goods, services or works required, and (b)there are no reasonable alternatives to those goods, services or works.' Oracle Corporation UK Ltd develops the ERP cloud-based system used to manage business critical functions such as finance, payrolls, HR, procurement and organisational development. Moving away from Oracle would cause technical and migration difficulties and the cost to change to a different system would be prohibitive.
