Summary of the contracting process

The Health and Safety Executive (HSE), a central government public authority in the UK, is planning a procurement process titled "THE PROVISION OF 'WORKING ON, OVER OR ADJACENT TO WATER' TRAINING". This process is in the planning stage with a pre-market engagement notice issued to identify potential suppliers. Interested suppliers are invited to contact HSE by 23rd May 2025, with market engagement events scheduled for early June. The procurement will involve training services across the UK, focusing particularly in the north of England and Scotland. The anticipated period for the contract is from 25th August 2025 to 24th August 2028, with the possibility of renewal, falling under the services category with a contract value of £72,000 GBP gross.

This tender presents significant opportunities for businesses specialising in training services, particularly those with expertise in safety training related to water environments. Small to medium enterprises (SMEs) and voluntary, community and social enterprises (VCSEs) are particularly encouraged to participate due to suitability criteria. Companies with accessible training locations in the midlands, or those offering flexibility in delivering training at various locations, will have a competitive edge. With the contract encompassing practical and theoretical training elements, and a focus on compliance with UK legislation, businesses offering comprehensive safety training solutions that address these requirements stand to benefit substantially.

Notice Title

THE PROVISION OF 'WORKING ON, OVER OR ADJACENT TO WATER' TRAINING

Notice Description

HSE are seeking external assistance to deliver specific water safety training for a limited number of HSE nominated employees, for working safely on, over or adjacent to water. The purpose of this training is to ensure HSE employees are suitably trained and competent to work safely near water, in particular when they may be working within 1 metre of an unprotected edge beside open water. HSE require a training course to be delivered to its employees that includes practical and theoretical elements relevant to working near water. The course must cover: * UK legislation relating to working near water * Industry best practice * Recognising water hazards/hazard identification e.g. fast flowing water, currents, offshore, effects of weather and focusing on avoiding them * Planning and development of safe systems of work and risk assessments including planning for emergencies * Recovery from water training in a controlled environment (such as a pool) * Personal skills to correctly don, use and maintain HSE issued life jackets HSE employees are located across the UK, though it is expected that the employees undertaking this training course are predominantly in the north of England and Scotland. It is preferable that the tenderer has a number of training locations or is located in the midlands so that travel for HSE employees is reasonable. HSE will also be open to consider tenderers who can travel to a suitable location deliver the training.

HSE is issuing this Pre-Market Engagement (PME) notice to identify potential suppliers and determine what training is available in the market.
