Summary of the contracting process

Clackmannanshire Council established a dynamic purchasing system for passenger transport serving education, social care and other council requirements. It covers transport for children and vulnerable adults, as well as other passenger or goods transport needs. The two service categories are passenger service vehicles with nine or more seats, and taxis or private hire cars with eight or fewer seats. The work is the hire of vehicles with drivers. Delivery is associated with the Clackmannanshire area, with the council based in Alloa. The requirement spans both larger vehicle operators able to provide passenger service vehicles and taxi and private hire businesses able to undertake smaller-vehicle journeys.

The process has been awarded through an open procedure using a dynamic purchasing system, with awards made in both vehicle categories. For passenger service vehicles with nine or more seats, the selected suppliers are Premier Executive (Scotland) Travel, Hunters Executive Coaches, Mackie’s Coaches of Alloa, Midland Bluebird, Order of Malta Dial-a-Journey Trust, Roundabout Executive Travel, Woods Coaches and Glenfarg Community Transport Group. For taxis and private hire cars with eight or fewer seats, selected suppliers are A&H Taxis, Appicab, Elite Cars, Mac’s Taxis, Millers Taxis Scotland, Parkside Cars, Premier Executive (Scotland) Travel, RSW Cabs, SB Taxis, Sterling Travel, Stevie’s Cabs, VM Taxi and Stirling Alba Cabs. The recorded contract value is £20,663,696.06 for each contract. Contracts were signed on 25 June 2025 and 13 May 2026. The lot periods are 3,330 days for larger vehicles and 3,420 days for taxis. Evaluation weighted price at 90% and quality at 10%; bids were electronic and variants were not permitted.

This award shows demand for both larger passenger vehicles and small taxi or private hire cars to support education, social care and other local transport needs. The supplier group includes many small businesses as well as a large bus operator, so the requirement has accommodated providers of different sizes. Credible competitors need vehicles and drivers suited to the relevant seat category, and the ability to deliver transport for children and vulnerable adults. The buyer requires bidders to provide the names and qualifications of staff assigned to the work. The evaluation gave price substantially more weight than quality, so competitive pricing matters alongside service capability. Subcontracting is included in the larger-vehicle awards at 5%; these contracts indicate a route that can include specialist local operators as well as larger providers.
