Notice Description

As part of the Tackling Homelessness Transformation Programme, the council wants to increase the supply of supported temporary accommodation delivered by partner Registered Providers. The Singles and Childless Couples Flexible Level Supported Housing Framework (SSHF) and the Supported Family Accommodation Framework (SFAF) are the current main commissioning structures through which the council can partner with RPs and implement this key priority. As both frameworks come to an end in June 2026, a new framework is needed from July 2026 to further increase the supply of good quality supported temporary accommodation for families, single people and couples in Bristol. The new open framework will build on the principles of the existing frameworks. The council will commission the support, via pre-agreed unit rates. The partner Registered Providers will use acquired or leased specified exempt accommodation to accommodate clients to whom the Council owes a duty of accommodation under Part 7 of the Housing Act 1996. The framework will operate in addition to and complement the existing supported housing homelessness pathways and accommodate clients that require housing with support. The framework is being developed as a supported alternative to non-supported Temporary Accommodation (TA).

BCC are conducting a soft market test to achieve the following pre-market engagement objectives: to engage with contractors to gauge the market, to clearly state the required objectives, to obtain feedback on support levels covered within the new open framework, to obtain feedback on proposed unit rates for different support levels of accommodation within the new open framework. BCC have created a questionnaire which can be accessed through ProContract through the following link: https://procontract.due-north.com/Advert?advertId=bba20472-52a3-f011-813a-005056b64545 The questionnaires will need to submitted, via ProContract, by 13:00 on 21st October 2025. BCC will also be hosting a virtual supplier's information event regarding this new Open Framework in January 2026. We recommend this event is attended by any prospective bidder. The purpose of the event is to engage with the market in advance of issuing a formal ITT by providing early information and background to our requirements. We intend to discuss the scope of the project as well as providing an overview of the procurement and contracting approaches. Please register to attend this information session by emailing: homelessness.contracts@bristol.gov.uk The event will take place via MS Teams, you will be provided with a link once you have registered to attend.
