HAC6053 Core Rough Sleeping Services
Notice Description
This project aims to provide specialist services to support people rough sleeping in Tower Hamlets. Rough sleeping remains a complex social challenge within Tower Hamlets, across London and indeed nationally. Available data indicates figures will continue to rise locally, with demand for services meaning people spend longer on the streets. Rough sleeping can have serious consequences for both individuals and communities, including co-occurring mental health and substance use needs, increased vulnerability to harm, health inequalities and comorbidity. It is therefore vital to provide compassionate, responsive, and professional support services that are strategically aligned with the borough's commitment to making rough sleeping rare, brief, and non-recurrent, as set out in the new Homelessness and Rough Sleeping Strategy 2024-29.; These services will lead the efforts to drive down rough sleeping and ensure people do not return to the streets once accommodated. The estimated value of this contract is subject to funding approval.

The purpose of this Preliminary Market Engagement Notice is to provide advance notice to the marketplace for the upcoming tender opportunity and the intention of the London Borough of Tower Hamlets to hold a preliminary market engagement session to identify potential suppliers to ensure the submission of strong bids. Market Engagement Activities: (Please respond via the Message function on Proactis and register your interest in attendance at either Event 1 OR Event 2 or where applicable at Events 1 & 2) Event 1: Rough Sleeping Outreach Service To provide potential suppliers with more information about the upcoming opportunity, we are hosting an online Market Engagement session that will take place on Thursday 5th June 2025 (2:00pm - 2:45pm). The session is advertised openly using this notice.
