Summary of the contracting process

The London Borough of Tower Hamlets is in the planning stage for a significant procurement process titled "HAC6053 Core Rough Sleeping Services." This procurement, set in the health and social work services category, aims to address the complex challenge of rough sleeping within the borough, and possibly on a broader scale across London and the UK. A preliminary market engagement session will be held online on 5th June 2025, divided into two events focusing on Rough Sleeping Outreach and Advice and Support Services, respectively. Interested suppliers are encouraged to register by 3rd June 2025. The project is aligned with the borough's Homelessness and Rough Sleeping Strategy 2024-29, highlighting the urgency and strategic importance of this initiative, which is expected to commence on 1st April 2026 and conclude by 31st March 2030.

This tender presents substantial opportunities for businesses, particularly SMEs and voluntary, community, and social enterprises (VCSEs), that are capable of delivering support services to individuals experiencing rough sleeping. Firms specialising in health and social work services will be particularly well-suited to benefit from this opportunity, as the contract aims to leverage a responsive and professional support framework. Given the emphasis on collaboration and market engagement, businesses that actively participate in the preliminary engagement events stand to enhance their understanding of project requirements and strategic goals, thereby increasing their chances of developing strong bids and contributing to an impactful public service initiative.

Notice Title

HAC6053 Core Rough Sleeping Services

Notice Description

This project aims to provide specialist services to support people rough sleeping in Tower Hamlets. Rough sleeping remains a complex social challenge within Tower Hamlets, across London and indeed nationally. Available data indicates figures will continue to rise locally, with demand for services meaning people spend longer on the streets. Rough sleeping can have serious consequences for both individuals and communities, including co-occurring mental health and substance use needs, increased vulnerability to harm, health inequalities and comorbidity. It is therefore vital to provide compassionate, responsive, and professional support services that are strategically aligned with the borough's commitment to making rough sleeping rare, brief, and non-recurrent, as set out in the new Homelessness and Rough Sleeping Strategy 2024-29.; These services will lead the efforts to drive down rough sleeping and ensure people do not return to the streets once accommodated. The estimated value of this contract is subject to funding approval.
