Summary of the contracting process

Kirklees Council commissioned the Kirklees Intervention and Support Service (KISS), a health and social care service for vulnerable people aged 16 and over who need help to live independently. The provider is expected to co-design and develop support covering safe and suitable accommodation, learning and employment, stability and wellbeing. The service is intended to improve residents’ life chances, promote inclusion and equitable access, and reduce reliance on crisis interventions across housing, social care, criminal justice, welfare and health. Delivery is in Kirklees, West Yorkshire. The requirement is a social outcomes contract: support is focused on preventative services and outcomes for vulnerable and complex residents, including helping them become healthier, more socially engaged and economically active.

The procurement is complete and was awarded to West Yorkshire Better Outcomes Partnership Limited on 16 December 2025; the contract was signed on 4 March 2026. The award and contract value is £16,334,490 excluding VAT (£19,601,390 including VAT). The contract runs from 1 April 2026 to 31 March 2031, with an option for a further period or successive periods up to 31 March 2036. It used an open competitive flexible procedure under the light-touch regime, with negotiation and a best and final offer stage. Evaluation weighted quality at 65% and the financial model at 35%. The financial model required evidence of funding for operational cashflow and acceptance that funding could be lost if outcomes were not achieved. One lot was awarded, with one valid bid received.

This award indicates demand for integrated preventative support for vulnerable people in Kirklees, combining accommodation, employment and learning support with wellbeing and independent-living outcomes. A credible future competitor would need relevant experience delivering services for people aged 16 and over with complex vulnerabilities, together with the capacity to co-design and operate an inclusive service across multiple public-service interfaces. Strong outcome management would be important because funding depends on achieving agreed outcomes rather than simply delivering activity. Suppliers would also need robust legal, financial and technical capacity, evidence of governance and financial controls, and a financial model that demonstrates sufficient operational cashflow. The procurement identified the opportunity as suitable for small and medium-sized enterprises and voluntary, community and social enterprises, although the successful bidder was an SME.
