Provision of Domestic Abuse Support Services
Notice Description
Derbyshire County Council (DCC) intends to commission domestic abuse support services including a helpline, IDVA's (Independent Domestic Violence Advisors) and community / accommodation support for victims and survivors of all genders across assessed levels of risk (standard, medium and high). It is anticipated that tenders for this service would be sought in July 2026, to enable a new contract to begin on 01 April 2027. DCC is keen to ensure services deliver a local, community-based offer which is accessible to all and builds strong links with local people and partners. As such, we are keen to hear potential providers, stakeholder's and partners views on the potential commissioning options outlined in the attached documents. It is anticipated that an in-person market engagement event will be held in April 2026. DCC will be open to bids from consortia with a lead provider or sole providers who can demonstrate how they would deliver the contract across the county footprint (excluding Derby City). The contract length currently under consideration will be for an initial 3 years from April 2027, with the option to extend for further 3 periods of twelve months (+1+1+1). The funding for the model is allocated in the region of PS3.1m to PS3.8m per annum, with a potential financial envelope of PS18.6m to PS22.8m, if the extension option is taken. This will be finalised ahead of any procurement depending on additional budget secured from partners.

This engagement is being undertaken to explore ideas and seek information through responses from stakeholders to: • Ensure any future services are well designed, effective and safe, delivering value for money and achieving desired outcomes. • Explore options for service model delivery. • Consider the advantages and disadvantages of three commissioning options. • Make the best use of the combined domestic abuse support budget to best meet the needs of victims and survivors. It is anticipated that an in-person market engagement event will be held in April 2026 to share the results of this survey and confirm next steps. Information provided through this engagement will enable Derbyshire County Council to: • Better understand the solutions, models and services to inform service design and specification development. • Explore different delivery options and tender approaches. • Determine the most effective way to deliver services to meet the needs of Derbyshire residents affected by domestic abuse.
