Summary of the contracting process

Birmingham City Council, operating from Council House, 1 Victoria Square, Birmingham, is managing a procurement process titled "P1228 - Highways and Infrastructure Works Framework Agreement." The initiative focuses on a wide range of works under the category of construction and public utilities, covering minor highway improvements to major infrastructure projects, within the geographical scope of the United Kingdom’s West Midlands region. The procurement stage is currently in the tender phase, with a submission deadline set for noon on 30th January 2026. The framework is anticipated to commence on 1st May 2026 and will be open for a maximum of eight years. The total framework is valued at £980 million, excluding VAT, with £640 million earmarked specifically for Birmingham City Council projects.

This tender represents significant opportunities for organisations across the construction industry, particularly those specialising in roadworks and infrastructure development. It is suitably structured to cater to a variety of businesses through a lot system, including smaller projects valued up to £200,000 and larger ones exceeding £10 million. With different lots accommodating a varying number of suppliers, businesses with expertise in construction advice, roadway enhancements, design and construct projects, and utility diversions stand to benefit. Furthermore, the framework is open for access by other local public bodies, potentially widening the business prospects for suitable suppliers, especially small to medium-sized enterprises (SMEs) registered on the Central Digital Platform.
