Summary of the contracting process

Derbyshire County Council is preparing a framework for Ofsted-registered children’s residential care providers, working with Derby City Council, Nottingham City Council and Nottinghamshire County Council. The framework is intended to secure good- and outstanding-quality, stable local placements for children in care aged 0–18 across the D2N2 area. The councils describe a shared need to address gaps in provision and coordinate commissioning across their area; 427 children and young people are currently supported in Ofsted-registered children’s homes. The procurement covers residential placements only. A separate fostering framework is also mentioned in the planned provider engagement, but is not part of this residential framework. The proposed service is classified as health and social work services (CPV 85000000).

This is at the planning stage: the councils intend to reopen an existing residential placements framework, subject to approval by each council. No invitation to tender has been issued. A preliminary market engagement event is planned for 26 November 2026 at County Hall, Matlock, with a session for current providers and another for potential new providers; expressions of interest for the event are due by 20 November 2026. The next procurement notice is expected on 14 December 2026. The planned framework period runs from 1 April 2027 to 31 March 2028, with possible extension to 31 March 2034. The stated estimated value is £300 million. It is a single-lot framework, with small and medium-sized enterprises and voluntary, community or social enterprises considered suitable.

This framework is aimed at providers able to deliver residential placements for children in care across Derbyshire, Derby, Nottinghamshire and Nottingham. Ofsted registration is explicitly required, and the councils say they are seeking good- and outstanding-quality care, stable placements and provision located locally. Providers with the capacity and experience to support children and young people aged 0–18 in registered children’s homes are therefore well placed to prepare for the planned reopening. The councils cite shared gaps in provision and common needs across the area, so providers able to contribute to coordinated, cross-council commissioning may be particularly relevant. The framework is described as suitable for smaller businesses and voluntary, community or social enterprises as well as other eligible residential care providers. The market engagement is intended for existing framework providers and organisations considering joining.
