Summary of the contracting process

Derbyshire County Council is preparing a fostering placements framework with Derby City, Nottinghamshire and Nottingham City councils. It will provide foster placements for children in care aged 0–18 across the D2N2 area, supporting the councils’ aim of securing good-quality, stable and local homes. The councils describe a shared need to address gaps in provision and coordinate placement commissioning across the area. The framework relates to fostering services, classified under health and social work services. A separate residential placements framework is also mentioned as part of the councils’ wider plans, but this process is specifically for fostering placements. Delivery is across Derbyshire, Derby, Nottinghamshire and Nottingham; the provider engagement event is planned at County Hall in Matlock.

This is at the planning stage: the councils have set out an intention to reopen a fostering framework, and there is no invitation to tender yet. They expect to publish a further notice on 14 December 2026. The estimated total value is £150 million. The planned contract period runs from 1 April 2027 to 31 March 2028, with a maximum extent to 31 March 2034; renewal is envisaged. The framework is planned as a single lot. An in-person provider event is scheduled for 26 November 2026 at County Hall, Matlock, with separate sessions for existing framework providers and potential new providers. Expressions of interest and RSVPs are due by 20 November 2026. The published details do not set out the procurement procedure or evaluation criteria.

The planned framework is relevant to Ofsted-registered fostering providers able to offer placements for children in care across the four D2N2 council areas. The councils explicitly identify the service as suitable for small and medium-sized businesses and voluntary, community and social enterprises, so providers in those categories may also find it relevant. Suppliers with local placement capacity and the ability to provide stable, good-quality foster homes are aligned with the stated aims. The councils are seeking to address shared gaps in provision and develop coordinated local arrangements, making experience of working with local authorities and responding to varied placement needs commercially relevant. Existing framework providers and organisations interested in joining are both invited to take part in the planned provider engagement, which offers a chance to hear about the framework reopening and inform its development.

There is a continuing ambition for a collaborative approach, meeting the needs of all stakeholders including children and young people, providers and placing local authorities. D2N2 has worked together for some time in relation to our provision of fostering placements for Children in Care. Through this connection D2N2 recognised shared challenges, gaps in provision and common needs amongst the collective Children in Care population, and the need of a combined approach and closer coordination across our area.
