Summary of the contracting process

National Highways Limited is initiating a procurement process for an Enterprise Portfolio Management (EPM) System, critical for managing approximately 4,500 miles of England's strategic road network. The procurement is currently in the planning stage, with a significant milestone being a Preliminary Market Engagement Day rescheduled to Thursday, 30th April 2026, at 10:00 am, held online. Interested parties are required to submit expressions of interest by Friday, 24th April 2026. The procurement falls under the industry category of programming services of packaged software products, with £3,000,000 allocated for this SaaS solution. The procurement process is classified as a service above threshold and is deemed suitable for SMEs, and will be implemented between 2026 and 2033, with a potential renewal extending until 2036.

This procurement opportunity offers significant growth potential for companies involved in software programming and consultancy services, particularly those specialising in SaaS solutions for large-scale infrastructure management. SMEs capable of delivering effective planning and delivery tools for capital investment portfolios stand to benefit. The opportunity to actively participate in the Preliminary Market Engagement Day provides businesses a platform to influence the procurement approach and engage with National Highways' strategic road network management. Companies looking to establish or expand their footprint in public infrastructure projects will find this tender particularly appealing, given its scale and the sector's robust funding, reflected in the project's substantial budget.
