Summary of the contracting process

Bournemouth, Christchurch and Poole Council procured a framework for alternative education provision for children and young people whose needs cannot be met in mainstream schools. Delivery is across Bournemouth, Christchurch and Poole. The council is the buyer and commissioning authority. The procurement is complete and has been awarded through an open competitive flexible procedure using a framework agreement. Three lots were awarded separately. Lot 1, full-time alternative education, was awarded to New Forest Care Limited for £34.3 million. Lot 2, part-time alternative education, was awarded to multiple suppliers for £9.8 million. Lot 3, early intervention and in-school alternative education, was awarded to multiple suppliers for £4.9 million. Awards were dated 26 March 2026 and the contracts were signed on 13 April 2026. Each contract runs from 13 April 2026 to 12 April 2031, with an option to extend to 12 April 2033, subject to performance and funding. Quality counted for 90% and price 10%.

This award demonstrates sustained council demand for alternative education across full-time, part-time and school-based models, with provision spanning education, training, health and social support. A credible future competitor would need to show that it can assess individual needs, design and deliver tailored learning plans, respond promptly to referrals, and start services reliably. Providers should be able to support children and young people across Key Stages 1 to 4, including learners needing specialist or non-mainstream settings. The successful supplier mix includes large organisations, small and medium-sized businesses, voluntary and community organisations, tutors, mentoring services, wellbeing providers and specialist activity-based organisations. Quality was decisively more important than price, so evidence of safe, effective provision and measurable learner outcomes would be central to competing.

Bournemouth, Christchurch and Poole Council (BCP Council) are seeking suppliers to provide the following service. Alternative Education Provision Bournemouth Christchurch and Poole (BCP) Council is committed to meeting the educational needs of all children and young people (CYP) across the conurbation. To do this, BCP will ensure all children receive the right support, in the right place at the right time. Most children and young people have their educational needs met in mainstream schools. However, a small proportion of CYP require additional support, or education via a specialist school setting. In some cases, when a school cannot meet the needs of the CYP, Alternative Education Provision is sought. The BCP Alternative Education Provision Framework will support the delivery of high quality provision, that meets the individual needs of our children and young people. The Service Specification will set out the requirements necessary to achieve the intended aims and objectives of the Framework.

Bournemouth, Christchurch, and Poole Council (BCP Council) are hosting an online market engagement event on Wednesday 11th June at 10:00-12:00 to promote our commissioning intentions for a new framework for the provision of Alternative Education Provision (AEP) commissioned by BCP Council. This market engagement event is open to all providers who have an interest in the delivery of AEP. The event will offer providers with the opportunity to learn more about BCP Council's vision for working with providers of AEP through independent registered schools and unregistered part-time providers across Bournemouth, Christchurch and Poole, an overview of BCP Council's latest data and find out about the procurement process. The tender opportunity is due to be published on Supplying the Southwest in July 2025.
