Summary of the contracting process

Staffordshire County Council established a framework for demolition and associated services across Staffordshire. The work covers demolition projects for a wide range of property, including domestic houses, sheltered housing schemes, bungalows, blocks of flats, community and leisure centres, hospitals, student accommodation, universities, schools, depots, corporate offices, commercial properties and other buildings owned by participating authorities. The framework can also be used by Cannock Chase District Council, Stafford Borough Council and South Staffordshire District Council. Projects will be delivered in the Staffordshire area. The requirement is classified as demolition work and is a works procurement suitable for small and medium-sized enterprises and voluntary, community or social enterprises.

The procurement is complete and three suppliers were awarded places on the open framework: Coleman & Company Limited, DSM Demolition Limited and Rhodar Industrial Services Limited. The award date was 16 July 2026. Each award and each resulting contract is stated at £4,000,000 excluding VAT (£4,800,000 including VAT); these are framework values and must not be added together. The contracts were signed on 21 July, 4 August and 11 August 2026 respectively. Contract periods start on 1 August, 4 August and 11 August 2026, ending on 31 July 2028, with the authority able to extend by two 12-month periods to 31 July 2030. Work is allocated through further competition. Evaluation was based on quality weighted 70% and price 30%.

This award shows a continuing requirement for demolition and related work across a substantial public property estate, with individual projects generally up to £250,000 and only a small number expected to exceed that level. A credible future competitor would need suitably qualified demolition personnel, substantial practical experience and the capacity to manage unpredictable workloads, seasonal variation and changing project volumes without relying on guaranteed continuity. The relevant capability includes working safely and effectively across residential, public, educational, healthcare, commercial and operational buildings. Suppliers should be prepared for further competitions in which the exact technical requirements are refined for each project. The competition attracted 17 bids, including 14 SME bids at final stage, indicating a market accessible to established smaller demolition businesses as well as larger contractors.

Framework Agreement for the provision of demolition and associated services. The Contractor will be suitably qualified and have a wealth of experience to provide the services required for the duration of the Framework. Each further competition will refine and enhance the information contained to meet the exact requirements of the Contracting Authority (CA). The CAs property stock may consist of; domestic houses, sheltered housing schemes, bungalows, blocks of flats, community and leisure centres, hospitals, student accommodation, universities, schools, depots, corporate office buildings, commercial properties and any other building types owned by the Contracting Authorities. Tenderers shall be deemed to have submitted their application with a full understanding of the unpredictable nature of the scope and volume of work. No guarantee is given regarding continuity or overall value; therefore, tenderers will not be entitled to claim for loss of profit, or any other costs resulting from an alteration in the scope or volume and must allow for seasonal or other variations to workloads in their tenders. It is worth bidders noting that most works procured under this framework will be for projects up to PS250,000. There will only be a very small number of projects that may exceed this value.
