                "description": "Following acceptance onto the Open Framework, Lancashire County Council (the \"Authority\") will utilise a Call-off Costing Model to rank successful Tenderer Provider Facilities against each of the Authority Waste Facilities and Waste Collection Authority Districts included in the scope of this procurement. The Call-off Costing Model will use the Contract Rate including any SIS discount submitted by Tenderers in their Tender, the Authority/Waste Collection Authority transportation costs, and any bulking up costs at Authority Waste Transfer Stations where appropriate to develop rankings. This ranking process will provide the following for each successful Provider Facility on the Framework: - Green Waste transported directly by the Authority and/or its transport contractor from the Authority Waste Facility to the Provider Facility - 17 rankings per Provider Facility, - Green Waste kerbside collections transported directly by the Waste Collection Authority and/or its transport contractor to the Provider Facility - 13 rankings per Provider Facility; and - Green Waste kerbside collections transported by the Authority and Waste Collection Authority and/or their respective transport contractors to the Provider Facility via an Authority Waste Transfer Station - 5 rankings per Provider Facility. The Authority will utilise the Call-off Costing Model rankings to allocate Call-off Contracts to Providers. Each Call-off Contract will detail a specific amount of Green Waste tonnage capacity that the Provider must reserve for the Authority at the Provider Facility in a Call-off Contract Year (the Reserve Tonnage) and capacity planning information relating to the Green Waste the Authority anticipates it will deliver to the Provider Facility. When allocating Call-off Contracts, the Authority will consider a Provider Facility's ranking on the Call-off award mechanism, capacity at the relevant Provider Facility, and any other commercial operational factors affecting the ability of the Authority and/or Waste Collection Authorities to deliver Green Waste to a Provider Facility when determining the Reserve Tonnage and capacity planning information to be detailed in the Call-off Contract. The Call-off Contracts may be awarded for up to a maximum period of two years. The identification of any Reserve Tonnage does not constitute a commitment by the Authority to deliver, or a guarantee that the Authority will deliver, any minimum volume of Green Waste. All tonnage figures used in the Call Off Costing Model are indicative only and are for evaluation purposes. They do not represent a commitment by the Authority to deliver any volume of Green Waste. Please see the tender documents for further details on how the Call-off Costing Model and award mechanism will work. Lancashire County Council reserves the right to make modifications to the Framework and mechanism used to allocate Call-off Contracts, which may include for but are not limited to: - changes to Authority Waste Facilities; - changes to Waste Collection Authority participation; - changes to estimated tonnages of Green Waste arisings at sites; - changes to the minimum and maximum number of Providers appointed onto the Framework at future re-openings; - changes to the minimum and maximum tonnage to be allocated to a Provider in a Call-off Contract; - changes to Framework management including for call-off procedures, key performance indicators (KPIs) and monitoring; - changes to conditions of participation requirements (technical, financial standing, insurance, etc.) due to legislative, policy and best practice developments; and - changes to geographical coverage due to the impact of Local Government Re-organisation.",
