Notice Description

Lancashire County Council was seeking tenders for the provision of services for the acceptance and composting of green waste (grass cuttings, hedge clippings, tree pruning etc.) from household waste recycling centres and waste collection authorities across Lancashire. This procurement was for an Open Framework Agreement and as such it is subject to Section 49 of the Procurement Act 2023 with regards to reopening of the Framework, evaluation of bids, and the term of the scheme of Frameworks. It should be noted that there is no guarantee of the volume or value of the services let under the open framework. Any values given in this notice are an eight year estimate for the life of the open framework, based on previous spend.

Options: Lancashire County Council reserves the right to make additional purchases where required due to any increases in Green Waste tonnage volumes arising from: - changes to Authority Waste Facilities; - changes to Waste Collection Authority participation; - changes to estimated tonnages of Green Waste arisings at sites; - changes to geographical coverage due to the impact of Local Government Re-organisation.

Renewal: The initial dates relate to the first framework to be let under the open framework. Lancashire County Council intends to re-open the framework through a series of up to four two-year frameworks, anticipated to be: - Framework No. 2 (15 June 2028 to 14 June 2030) - Framework No. 3 (15 June 2030 to 14 June 2032) - Framework No. 4 (15 June 2032 to 14 June 2034)
