Summary of the contracting process

FCDO Services is buying freight forwarding and cargo-handling services for its Accompanied Diplomatic Bag service, which moves goods accompanied by a nominated Government Officer. The requirement is typically port-to-port, with port-to-door movements also possible. Services cover road transport, air transport and cargo handling, including air-freight forwarding across the movement lifecycle, customs clearance and compliance with air-freight regulations. The work is divided geographically between the Americas, Europe, the Middle East and Africa, and Asia Pacific. FCDO Services, a central government organisation based at Hanslope Park in Milton Keynes, is the buying organisation. The requirement is intended to support the movement of accompanied government goods to specified destinations in these regions.

The procurement has been awarded through an open, above-threshold procedure using a competitive flexible approach and a framework call-off further competition. The framework has four regional lots. Each was awarded on 1 June 2026 to Hellmann Worldwide Logistics, DHL Global Forwarding (UK), Kuehne + Nagel and time:matters Netherlands. The call-off for Lot 1, the Americas, was awarded to Hellmann Worldwide Logistics on 24 August 2026 for £120,000 excluding VAT (£144,000 including VAT). Its contract runs from 7 September 2026 to 6 September 2027, with an optional extension up to 6 March 2028, subject to continuing need and satisfactory performance. The framework evaluation used Price per Quality Point, combining technical and commercial evaluation. The framework’s estimated value was £22 million excluding VAT (£26.4 million including VAT).

This award shows that FCDO Services requires specialist international freight-forwarding capacity for accompanied government goods, with a particular need in the Americas. Suppliers well placed for a future requirement would be able to coordinate secure port-to-port and port-to-door movements, arrange road and air transport, handle cargo and manage the full air-freight movement lifecycle. They would also need practical capability in customs clearance, changing air-freight regulations and access to the required destinations. The competition attracted established large logistics providers alongside an SME, indicating that credible suppliers may compete through broad international networks or specialist time-critical and regional expertise. Experience delivering reliable, compliant logistics for government or other sensitive consignments would strengthen a supplier’s position.
