Summary of the contracting process

Bristol City Council intends to establish a framework for full bathroom replacements in properties covered by its planned maintenance programme. The work includes associated electrical upgrades; reactive maintenance is outside the scope. Replacements may be allocated property by property or in blocks where several are needed at the same location. The work is in Bristol. This is building refurbishment and bathroom installation work (CPV 45211310), procured as works. The Council expects to appoint up to four contractors to carry out the work, with work orders shared evenly between them if all four places are awarded.

The procurement is at planning stage: the Council has signalled its intention to take the work to market, but this is not an invitation to tender. It expects to launch the tender within the coming weeks. The planned framework period is 1 February 2027 to 31 January 2029, with a possible extension to 31 January 2031. The estimated value is £16 million excluding VAT (£19.2 million including VAT). The procurement is planned as one lot, with framework arrangements and up to four contractors. If four contractors are appointed, work orders are to be allocated evenly. The lot is marked as suitable for small and medium-sized enterprises and voluntary, community and social enterprises.

This is likely to suit established bathroom installation and building refurbishment contractors able to deliver complete bathroom replacements alongside electrical upgrade work. Suppliers will need experience managing planned maintenance work in occupied or managed properties, and capacity to handle assignments either at individual properties or in blocks at the same location. The framework is intended to use up to four contractors, with work orders shared evenly if all four are appointed, so businesses should be prepared for a continuing flow of allocated work rather than a single one-off project. The buyer expressly identifies SMEs and voluntary, community and social enterprises as suitable for the lot. The stated scope does not include reactive maintenance.
