Summary of the contracting process

North Northamptonshire Council established a framework for nicotine replacement therapy (NRT) supporting its Stop Smoking Service. The requirement covers pharmaceutical products supplied either through bulk purchasing or directly to clients, alongside the associated health and social care service. NRT forms part of a 12-week treatment plan for people aged 12 and over who are enrolled in the council’s stop-smoking programme and receive behavioural support with regular contact from a stop-smoking adviser. Delivery is across North Northamptonshire. The service expects to support around 1,800 people in its first year, increasing to around 3,000 people annually within five years. The buyer is North Northamptonshire Council, based in Corby.

The procurement is complete and the framework was awarded through an open competitive flexible procedure, using a framework with reopening of competition. It had two lots: NRT bulk buy and NRT direct-to-client, each estimated at £451,239 gross. Quality was the sole stated evaluation criterion. Awards were made on 1 July 2025 to Ashtons Hospital Pharmacy Services Limited, JRapha Care Limited, and the partnership of MK Medicals (UK) Ltd and Pharmaceuticals Direct Ltd, with each award recorded at £902,479 net (£1,082,974.80 gross). Contracts run to 31 March 2029, with signatures recorded on 6 August 2025, 3 December 2025, 12 November 2025 and 6 May 2026 respectively. The JRapha contract ended on 12 March 2026 for breach of contractual warranties; the other recorded contracts remain active.

This procurement demonstrates sustained local demand for a managed NRT supply service supporting a substantial and growing stop-smoking caseload. Relevant competitors would need reliable pharmaceutical sourcing and distribution, with the operational ability to fulfil both bulk orders and direct-to-client deliveries across North Northamptonshire. Experience of supplying nicotine replacement products, supporting treatment pathways for people aged 12 and over, and working alongside behavioural stop-smoking support would strengthen credibility. Suppliers should also be able to participate in framework call-offs where competition is reopened and demonstrate strong quality performance, as quality was the entire stated evaluation basis. The opportunity was identified as suitable for small and medium-sized enterprises and voluntary, community and social enterprises, while the awarded supplier group shows that specialist pharmacy and medical-products businesses can compete.

Notice Title

North Northamptonshire Council (NNC) Framework for the provision of Nicotine Replacement Therapy (NRT)

Notice Description

North Northamptonshire Council (NNC) is setting up a Framework of providers for the provision of Nicotine Replacement Therapy (NRT) for use with clients engaged with North Northamptonshire Council's Stop Smoking Service for an initial period of 45 months. North Northamptonshire stop smoking service includes a 12-week treatment plan incorporating NRT products, provided only to individuals aged 12 and above who are engaged in the stop smoking programme and receiving behavioural support with regular contact from a stop smoking advisor. The stop smoking service provides 12 weeks of support to local smokers and expects to work with 1,800 people per year in year one. This is expected to gradually increase to 3,000 people per year in five years. Quitting smoking often requires multiple attempts, with stress and lack of supportive environments making the process more challenging. Local stop smoking services are up to three times more effective than unaided attempts or over the counter NRT. Potential Suppliers are invited to tender for one or more of the LOTs. - Lot 1 - Nicotine Replacement Therapy (NRT) - Bulk Buy - Lot 2 - Nicotine Replacement Therapy (NRT) - Direct to Client
