Notice Description
London Borough of Haringey (the "Council") is inviting tenders for Adult Integrated Substance Misuse Treatment and Recovery Services. A specialist service that provides assessment, treatment, recovery support, and harm reduction interventions for individuals experiencing drug and alcohol misuse issues, helping them achieve and maintain recovery while improving their health, wellbeing, and social outcomes. The procurement is divided into two (2) Lots: Lot 1 - Adult Alcohol Treatment and Recovery Service; and Lot 2 - Adult Drug and Alcohol Recovery Service This is a Provider Selection Regime (PSR) Contract Notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Regulations 2024 (Procurement Act 2023) and/ or Public Contracts Regulations 2015 do not apply to this award. This procedure is being carried out in line with the competitive procedure as described within the PSR. Lot Information
Adult Alcohol Treatment and Recovery Service
Haringey Council is seeking to procure an integrated Adult Alcohol Treatment and Recovery Service for residents aged 18 and over. The service will provide a comprehensive, evidence-based and recovery-focused offer that supports people affected by harmful alcohol use, from early intervention and prevention through to structured treatment and long-term recovery. The service will include advice and information, screening and brief interventions, outreach and engagement, psychosocial support, community alcohol detoxification, recovery planning, and aftercare. It will work closely with health, social care, housing, criminal justice, voluntary and community sector partners to improve physical and mental health, reduce alcohol-related harm, support families, promote recovery and independence, and reduce the impact of alcohol misuse on individuals, families and communities. The service will be trauma-informed, co-produced with people with lived experience, culturally competent, and designed to ensure equitable access for Haringey's diverse population, including vulnerable groups such as women, people experiencing homelessness, those with mental health needs, and people involved with the criminal justice system.
Renewal: Contract can be extended for further period/periods of up to twelve (12) months subject to a business case for continuation of the Services and satisfactory performance.
Adult Drug and Alcohol Recovery ServiceHaringey Council is seeking to procure a Drug and Alcohol Recovery Service that will support adults aged 18 and over to build and sustain long-term recovery from substance use. The service will provide person-centred, recovery-focused support that helps residents improve their health and wellbeing, strengthen relationships, develop life skills, access education, training, volunteering and employment opportunities, and reconnect with their communities. The service will deliver a wide range of evidence-based psychosocial interventions, peer support, mutual aid, recovery planning, aftercare and recovery check-ups, recognising that recovery is a personal, non-linear journey and that different pathways to recovery may be appropriate for different individuals. The service will be co-produced with people with lived and living experience, who will play a central role in governance, service development and delivery. Working as part of the Haringey Addictions Treatment and Recovery System (HARTS), the provider will collaborate closely with treatment services, community organisations and other statutory partners to reduce harm, tackle stigma, prevent relapse, strengthen recovery capital and help residents live healthy, independent and fulfilling lives.
