Summary of the contracting process

Homes England intends to procure the construction of Brookleigh Primary School, north of Burgess Hill in West Sussex, as part of the wider Brookleigh, or Northern Arc, development. The project is intended to support a development of 3,500 homes and other non-residential uses. The works cover a complete primary school building with classrooms, halls, studios, dining and kitchen facilities, learning resources including a library, staff and administration areas, storage, toilets, and front-of-house and back-of-house spaces. External works include hard and soft landscaping, sports pitches, canopies and boundary walls. This is a construction works requirement for an education building, including associated external and site works.

This procurement is at the planning stage: Homes England has stated its intention to procure, but has not issued an invitation to tender. The planned procurement is above the relevant threshold, is expected to involve a framework agreement, and is planned as one lot. The estimated value is £20,000,000 excluding VAT and £24,000,000 including VAT. The buyer expects the contract period to run from 10 January 2028 to 6 August 2029, with construction anticipated to take 19 months and the school intended to be ready for the autumn term in September 2029. The next procurement notice is expected on 5 April 2027. Market engagement is intended to inform procurement decisions, with questionnaire responses expected by 28 August 2026 at 10:00.

The work is suited to construction contractors with the capability to deliver a complete primary school and coordinate a substantial package of associated external works. Relevant experience is likely to include education or other complex public buildings, classroom and hall construction, specialist learning and dining facilities, administration and service areas, landscaping, sports pitches, canopies and boundary treatments. Suppliers should be prepared to manage design coordination, construction delivery, site logistics, programme control and handover for a new school within a wider residential development. The procurement is marked as suitable for small and medium-sized enterprises, so capable SMEs may be well placed to prepare, either as a main contractor or through a suitable delivery team. No specific accreditation or qualification requirement is stated at this stage.
