Summary of the contracting process

Cheshire East Council commissioned supported accommodation for children in care and care leavers aged 16–25, including unaccompanied asylum-seeking children aged 16–17. The service combines accommodation with tailored support. Provision is organised across North and South Cheshire East for young people aged 16–17 and 18–25, with a separate service for unaccompanied asylum-seeking children across Cheshire East. The 16–17 provision covers two areas; the 18–25 provision is represented in North and South Cheshire East, although the North 18–25 lot did not result in a contract. The work is children’s and young people’s welfare services (CPV 85311300).

The procurement is complete: four contracts were awarded and signed, while the North Cheshire East 18–25 lot was unsuccessful. The competitive flexible procedure used separate lot evaluations. Awards were made on 31 March 2026, and the four contracts were signed on 15 June 2026. From 1 July 2026 to 30 June 2031, with two optional 12-month extensions at the Council’s discretion, People Potential Possibilities delivers 16–17 supported accommodation in North Cheshire East for £5,034,137. YMCA Cheshire delivers the 16–17 South Cheshire East service for £6,456,273, the 18–25 South Cheshire East service for £4,670,001, and the all-Cheshire East service for unaccompanied asylum-seeking 16–17-year-olds for £4,350,051. For all lots, evaluation weighted written quality at 60%, price at 30% and provider presentation at 10%. Ofsted registration was required for 16–17 provision; the lead provider could partner with an Ofsted-registered provider. For 18–25 provision, the lead had to be a registered social landlord, with collaborative applications permitted.

This outcome shows demand for accommodation-led support tailored to distinct age groups, locations and needs, including services for unaccompanied asylum-seeking children. Credible competitors will need to provide suitable accommodation and high-quality support at a sustained, multi-area scale, with the ability to respond to planned changes in bed capacity. The awards show two different regulatory routes: Ofsted registration for 16–17 provision, achievable through partnership where the lead provider is registered, and registered social landlord status for 18–25 provision, also allowing collaboration with the registered landlord as lead. Strong written service proposals matter most, supported by competitive pricing and the ability to explain the offer effectively in a provider presentation. SMEs and voluntary, community and social enterprises were considered suitable for the lots.

Cheshire East Council is conducting a soft market testing survey to understand interest from providers in the delivery a bespoke Supported Accommodation Pathway for our 16-25-year-old Cared for Children and Care Leaver cohort. We also want to use feedback to help inform our future commissioning intentions, including service model. The closing date for this survey is Wednesday 25th June 2025. The survey can be found on the Chest; the North West procurement Portal at https://www.the-chest.org.uk/ Once registered on the Chest (registration is free) go to project reference DN761967. Once you express an interest the survey will be available to download and complete. Once completed upload to the Chest by Wednesday 25th June at 15:00 hrs.
