Notice Description

D2 (Derby City Council and Derbyshire County Council) are working together to procure a block contract to deliver 2 x 2bed specialist homes across the D2 footprint with a joint commissioning and delivery approach between the Derby and Derbyshire NHS ICB (Integrated Care Board) and local authorities, to provide services for children and young people with challenging behaviour and/ or complex mental health needs we can significantly improve outcomes for this group. The service will be supported by a wrap-around therapeutic support offer from Derby and Derbyshire NHS ICB and priority working from Social Care due to the complexity of need. The tender comprises of 2 homes, one of which will be provided by the local authority (Derby City Council) and operated by the provider in accordance with the lease agreement and the other one (Derbyshire County Council) will need to be purchased or leased by the provider who will retain full responsibility for the property. The homes are being developed to provide short-medium stays for children at risk of inappropriately entering CAMHS inpatient services, moving from these services, and/or where there has been a history of placement breakdown due to behaviour which challenges where emotional/mental health is a core factor. Support will focus on stabilisation to enable transition to a longer-term placement. The procurement process adopted by the Council for this opportunity is based on the 'Open' tendering procedure as detailed in the Procurement Act 2023 (the "Act") and the Procurement Regulations 2024 (the "Regulations") but with the additional flexibility of the Light Touch Regime (Section 9 and Schedule 1 of the Procurement Regulations 2024) and any subsequent amendment or re-enactment thereof. A provider event was held in April: Key Details of the Event • Date and Time: Thursday 10th April, 2025, from 10:00 AM to 11.30 AM • Location: Virtual • Target Audience: Providers of Ofsted-registered residential care for children in care within the D2N2 region and neighbouring areas. • Eligibility: Providers interested in the delivery of the tender. • Attendees: 20 providers attended Purpose of the Event The primary aim of the event was:  Information sharing of Derby City's and Derbyshire County Councils intention to go to market for a provider to deliver the D2 Collaborative Specialist Children's Homes model in partnership with the NHS Derby and Derbyshire Integrated Care Board / Joined Up Care Derbyshire.  Scene setting and key updates since November 2024. Derby City Council will provide the property with planning permission granted for 12 months initially with a view to extending this further. The provider to provide accommodation and support for Derbyshire County council.  The D2 Collaborative Children's home vision and approach - The aim is to deliver robust, needs-based provision that supports the health, therapeutic, care, and education needs of children and young people. This includes providing stable, intensive therapeutic support with trained care staff who follow consistent, multi-agency support plans. The approach looks to reducing fragmented care by establishing clearer joint processes and escalation pathways across Health and Social Care. In partnership with providers, the service should be flexible and dynamic, offering wraparound support that continues as the child or young person transitions to their next home.  Key principles - The goal is to provide empowering, nurturing, and compassionate care that is evidence-based (e.g., trauma-informed, Positive Behaviour Support) and centred on the child or young person. Care will be solution-focused, built on strong relationships, and delivered by a consistent, skilled staff team. Staff will have expertise in neurodiversity, communication, and mental health. There will be a continuous commitment to innovation and collaborative improvement of the service offer. Open and transparent partnership working across all agencies. Commitment to delivery of stability of placement, with move on to any other setting being in the best interests of the child and agreed by the Team around the Child. Commitment to taking a Think Family approach. Assessment and future placement planning, to ensure a future placement meets the longer-term needs of the child /young person. SEND and physical needs met of all children through partners working collaboratively to achieve this. All homes to be safe and offer a fit for purpose environment that is agreed by all partners.  Indicative Timelines: It was confirmed that the tender is expected to be released in June 2025.
