Summary of the contracting process

Leicester City Council is progressing with its public procurement for the renewal of its Professional Services Framework for Construction, having initiated planning with a focus on engaging with the market. This procurement is categorised under the consulting and construction services industry, specifically targeting construction consultancy services. The Council, a sub-central government authority, is conducting a preliminary market engagement exercise to gather insights and refine the procurement approach. This exercise is not a formal tender but aims to inform potential bidders about the upcoming opportunity expected to commence from October 2026, with submissions for market engagement due by 22 December 2025. The framework, expected to cover a variety of consultancy services including capital works, highways, sustainability projects, and housing, has a projected annual value of approximately £4 million.

This procurement presents substantial opportunities for businesses involved in construction consultancy and related professional services. It is particularly accommodating for Small and Medium Sized Enterprises (SMEs) and Voluntary Community and Social Enterprises (VCSEs) seeking to expand their portfolio in the public sector. The planned framework, which will run until September 2030 with possible extensions, is structured to include various lots such as Multi-Disciplinary Consultancy, Project Management, and Engineering among others. The engagement exercise by Leicester City Council offers businesses the chance to input on the scope and structure of the framework, fostering an inclusive environment to address potential barriers to market entry and facilitating long-term growth opportunities within the professional services industry.
