Summary of the contracting process

Wolverhampton City Council procured specialist domestic abuse services in Wolverhampton, covering safe accommodation, community support, sanctuary support in victims’ homes, and counselling and therapy. The Haven Wolverhampton won Lot 1 on 19 March 2026 for £3,058,819.95 net (£3,670,583.94 gross), and Lots 2 and 4 on 15 April 2026 for £1,889,977 net (£2,267,973 gross) and £847,962 net (£1,017,554 gross). Black Country Women’s Aid won Lot 3 on 15 April 2026 for £671,998 net (£806,396 gross). BASE 25 won Lot 5 on 15 April 2026 for £496,768 net (£596,122 gross). Contracts were signed on 2 July 2026. Lots 1–3 run from 2 July 2026 to 1 July 2029, with extensions potentially lasting to 1 July 2033. Lots 4 and 5 run to 1 July 2029, with extensions potentially lasting to 1 July 2031. Quality and social value determined Lots 2–5; Lot 1 also assessed price.

This award demonstrates sustained council demand for specialist domestic abuse provision across accommodation-based, community, home-safety and therapeutic services. Credible future suppliers will need the operational capability to support victims with trauma-informed, person-centred interventions, including people with complex needs who cannot use traditional refuge settings. Relevant organisations should be able to manage safe accommodation, dispersed units, step-down and move-on pathways, community casework, sanctuary measures and adult counselling or therapy, depending on the service area. The requirement is suitable for SMEs and voluntary, community and social enterprises, and the successful suppliers show that both specialist local charities and larger established providers can compete. Strong bids will need robust technical and economic capacity, demonstrable equality, diversity and inclusion practice, and clear, measurable social value.

Notice Description

This service provides specialist domestic abuse support within refuge and dispersed safe accommodation settings (across a minimum of 28 units). It will offer trauma-informed, person-centred interventions alongside a safe physical space to encourage recovery, independence, and empowerment. Through a step-down and move-on pathway, the service will aim to support victims into longer-term, stable housing, and help victims to thrive in a life free from abuse. This service will also provide accommodation-based support for victims with complex needs (across an additional minimum of four units), who are often unable to access support in traditional refuge settings.

Renewal: The initial term will be for 3 (Three) years, with 2 (Two) separate extension options of up to 2 (Two) year periods.

Domestic abuse specialist support for women and their children in the community

Renewal: The initial term will be for 3 (Three) years, with 2 (Two) separate extension options of up to 2 (Two) year periods.

Domestic abuse specialist support for men

Renewal: The initial term will be for 3 (Three) years, with 2 (Two) separate extension options of up to 2 (Two) year periods.

Sanctuary support for victims of domestic abuse at home

Renewal: The initial term will be for 3 (Three) years, with 1 (one) extension option of up to a 2 (Two) year period.

Specialist counselling and therapy support for adult victims of domestic abuse.

Renewal: The initial term will be for 3 (Three) years, with 1 (one) extension option of up to a 2 (Two) year period.
