Notice Description
ESPO are establishing a national framework for the provision of waste and recycling collection and disposal services for non-domestic properties and the provision of specialist waste services including the collection and disposal of hazardous waste, pharmaceutical waste, bulk specialist wastes and waste from house / office clearances. The Framework is divided into 10 Lots. Please refer to the tender documents for further details (including further details on each of the Lots) - the closing date for submission of Tenders is 12:00 (12 noon / 12pm) on 23 February 2026. To tender (please proceed to step (e) if an expression of interest has already been completed): (a) Go to https://www.eastmidstenders.org/ (b) Register (if not already registered on ProContract); (c) Search for tender opportunity '379_26' (via "View Opportunities" from the EastMidsTenders Portal); (d) Express an interest; (e) Download the tender documents (from the ProContract Activity summary screen). Any questions or clarifications relating to this tender opportunity should be submitted to ESPO as a message on the eProcurement Portal, once an Expression of interest has been completed.

Planning Information
Suppliers are being engaged with: • To understand any changes or developments in the market; • To help refine the procurement process in terms of scope of the framework; • To assess market's capacity to meet the framework requirements; • To identify potential risks in the market; • To determine the extent the service providers are aware of the importance of social value and the ways in which they provide it to customers; • To ensure the market is prepared for carbon reduction plans to be included as a condition of participation for the procurement. Engagement is being undertaken via a Request for Information (RFI) Questionnaire, that is available as a Public Message on the EastMidsTenders eProcurement Portal (www.eastmidstenders.org). Please refer to all instructions in the Public Messages, and any organisation that feels they can contribute should return the RFI Questionnaire via the Messaging facility on the eProcurement Portal by 17:00 (5pm) on 22 August 2025. Suppliers wishing to participate and access Public Messages MUST first register interest for 379_25 via the EastMidsTenders eProcurement Portal (please see below for further details). For the purposes of this Preliminary market engagement (PME), please express your interest as follows: (a) Go to https://www.eastmidstenders.org/; (b) Register (if not already registered on ProContract); (c) Search for tender opportunity '379_25' (via "View Opportunities" from the EastMidsTenders Portal); d) Express an interest. Please access the Messages area/section of the eProcurement Portal (ProContract / EastMidsTenders - Messages can be accessed via the Activity dashboard once an Expression of interest has been completed) for any further communications on this preliminary market engagement, including the RFI documentation. In the case of any questions or clarifications relating to this PME, these should also be submitted to ESPO as a Message on the eProcurement Portal (again once an Expression of interest has been completed). Suppliers should note that this is a preliminary market engagement exercise (and NOT a competitive tender process at this stage). The participation of a supplier in this preliminary market engagement will not constitute any contractual agreement between the respondent and ESPO. It is anticipated that Suppliers taking part in the preliminary market engagement will not be put at an unfair advantage when bidding for this framework. A supplier's participation, or lack of participation, shall not impact the ability of the supplier to participate in any resulting tender exercise. "description": "It should be noted that the Framework could be used in a number of ways where waste collection and disposal services are required. Customers wishing to buy Services via the Framework will do so in the following way(s) in accordance with section 45 of the Procurement Act 2023 (and any subsequent amendment or re-enactment thereof): Call-off without competition 'Calling-off' Services from a Supplier identified who is: a) included in the Framework; b) suitable for meeting the Customer's specific needs; c) delivers to the geographical region/sub-region of the Customer, and; d) identified as offering the most advantageous solution to the Customer's requirements, based on the Framework pricing and the additional benefits offered by each Supplier. Call-off with competition (Further Competitive Selection Process) 'Calling-off' by conducting a further competitive selection process amongst those Suppliers identified in the Framework as being able to provide the required Services. This means that not all competitive selection processes will necessarily include all the Suppliers - a customer will only invite those Suppliers that are included in the Framework for the particular type of contract required. Customers will assess the suppliers as set out in the terms and conditions of the Framework. Please note that once this Framework is established, the right is reserved by the Customer when running a further competitive selection process, to invite the Suppliers to participate in an eAuction. Please refer to the tender documents for any further details. ESPO Trading Limited Second Framework: ESPO has established a commercial trading company, ESPO Trading Limited, whose target clients are third sector organisations such as national and local charities, public sector mutual organisations and other organisations involved in the delivery of services to or for the public sector. The successful Supplier may be asked to enter into an additional separate framework agreement (the Second Framework) with ESPO Trading Limited on materially similar terms to that found in the tender pack to be entered into by ESPO itself. Any Second Framework agreement will be a purely commercial agreement and will, for the avoidance of doubt, not be governed by the Procurement Act 2023 or other public procurement legislation. ESPO Trading Limited may enter into the second framework agreement with the successful supplier and make it available to third sector clients who themselves are not required to follow the Procurement Act 2023 or other public procurement legislation. Accordingly, this is provided for tenderers information only.",
