Notice Description

ESPO national framework for the provision of waste and recycling collection and disposal services for non-domestic properties and the provision of specialist waste services including the collection and disposal of hazardous waste, pharmaceutical waste, bulk specialist wastes and waste from house / office clearances. The Framework is divided into 10 Lots. For any additional details please also refer to https://www.espo.org/waste-collection-and-disposal-services-379-26.html Note: Overall framework award was concluded on 01/05/2026, with this notice being published to follow on from this.

Lot Information

General Waste

Provision of general waste collection and disposal services.

Options: ESPO reserves the right to add or remove units to be provided throughout the life of the contract.

Renewal: The framework agreement has the option to extend for up to a further 24 months (under normal circumstances this will either be completed in full or in 12-month periods and is subject to the performance of the framework). Total estimated value captured in this notice (which is for the overall framework) includes the option to extend the framework as noted above. Note: The overall framework value has been automatically assigned to each lot in this notice as ESPO offers no guarantees or estimates of value that may pass through each individual lot (but the overall usage across all lots is not expected to exceed this overall framework value).

Paper and Cardboard Recycling

Provision of paper and cardboard recycling services.

Planning Information

Suppliers are being engaged with: • To understand any changes or developments in the market; • To help refine the procurement process in terms of scope of the framework; • To assess market's capacity to meet the framework requirements; • To identify potential risks in the market; • To determine the extent the service providers are aware of the importance of social value and the ways in which they provide it to customers; • To ensure the market is prepared for carbon reduction plans to be included as a condition of participation for the procurement. Engagement is being undertaken via a Request for Information (RFI) Questionnaire, that is available as a Public Message on the EastMidsTenders eProcurement Portal (www.eastmidstenders.org). Please refer to all instructions in the Public Messages, and any organisation that feels they can contribute should return the RFI Questionnaire via the Messaging facility on the eProcurement Portal by 17:00 (5pm) on 22 August 2025. Suppliers wishing to participate and access Public Messages MUST first register interest for 379_25 via the EastMidsTenders eProcurement Portal (please see below for further details). For the purposes of this Preliminary market engagement (PME), please express your interest as follows: (a) Go to https://www.eastmidstenders.org/; (b) Register (if not already registered on ProContract); (c) Search for tender opportunity '379_25' (via "View Opportunities" from the EastMidsTenders Portal); d) Express an interest. Please access the Messages area/section of the eProcurement Portal (ProContract / EastMidsTenders - Messages can be accessed via the Activity dashboard once an Expression of interest has been completed) for any further communications on this preliminary market engagement, including the RFI documentation. In the case of any questions or clarifications relating to this PME, these should also be submitted to ESPO as a Message on the eProcurement Portal (again once an Expression of interest has been completed). Suppliers should note that this is a preliminary market engagement exercise (and NOT a competitive tender process at this stage). The participation of a supplier in this preliminary market engagement will not constitute any contractual agreement between the respondent and ESPO. It is anticipated that Suppliers taking part in the preliminary market engagement will not be put at an unfair advantage when bidding for this framework. A supplier's participation, or lack of participation, shall not impact the ability of the supplier to participate in any resulting tender exercise. Suppliers should note that any interest indicated does not constitute a commitment to participate in any future tendering exercise.
