Summary of the contracting process

Powys County Council commissioned health and social care services for accommodation and support that enables people to live a good life, through supported living and supported housing. The framework covers services across Powys, with delivery in the county. It is a service procurement covering community, social and personal care provision, including health and social work services (CPV 85000000 and 98000000). The requirement is intended for contractors providing accommodation alongside person-centred support, rather than for standalone property, construction or general facilities management. It is a single, county-wide requirement under a framework arrangement, allowing the Council to place future service requirements with appointed providers.

This outcome shows sustained Council demand for supported living and supported housing across Powys, delivered by organisations able to combine accommodation with care and support. A credible future competitor would need relevant experience, competent staff and the economic and technical capacity to operate these services safely and consistently across the county. The evaluation’s strong emphasis on technical quality means evidence of person-centred practice, service quality, safeguarding, workforce capability and robust operating arrangements would be important, alongside a competitive price. The appointed field included large providers, SMEs and voluntary, community or social enterprises, showing that the requirement can suit different organisational models. Eight SMEs and five VCSEs reached the final bidding stage, indicating a competitive market with established specialist providers.
