Summary of the contracting process

Sandwell Metropolitan Borough Council is planning an enhanced assessment nursing beds service for people with complex and non-complex dementia in Sandwell. The service is intended to prevent hospital admission or help people leave hospital through a rapid, coordinated response operating seven days a week. It will provide 24-hour nursing and care support, together with agreed multidisciplinary team support, for individuals awaiting NHS Continuing Healthcare assessment and the arrangement of long-term care. This is a health and social work service, covering nursing provision, dementia care, hospital discharge support and coordination with wider health and care professionals. Delivery is expected within Sandwell, for the Council’s local population and hospital pathways.

This procurement is at the planning stage: the Council has stated an intention to procure, but has not issued an invitation to tender. One planned lot is intended. The Council’s earlier stated approach was an open procedure, and its latest planning update says it anticipates using a competitive flexible procedure. The Council expects the next notice to be published by 26 October 2026. The anticipated contract period is 1 July 2027 to 30 June 2029, with a possible renewal extending the arrangement to 30 June 2030. The service is being treated as a light-touch regime procurement and is above the relevant threshold. The lot is planned rather than awarded.

The service is likely to suit providers that can deliver round-the-clock nursing and care for people living with complex or non-complex dementia, including organisations experienced in enhanced assessment beds, hospital admission avoidance and discharge facilitation. Strong candidates will need to organise a rapid, coordinated response seven days a week and provide reliable multidisciplinary support alongside nursing and care staff. Experience supporting people while NHS Continuing Healthcare assessments and longer-term care arrangements are resolved will be relevant. The Council has identified the lot as suitable for small and medium-sized enterprises and voluntary, community and social enterprises. Providers in those sectors can prepare by reviewing their dementia care, nursing, discharge coordination and partnership-delivery capabilities.
