Summary of the contracting process

Transport for London plans to procure maintenance and associated works for communications and security systems across London Underground and other TfL business units. The scope covers planned and reactive maintenance of CCTV, access control and security systems, SCADA, passenger call points, public address and other communications systems. It also includes limited supply of additional assets and upgrades linked to capital projects. This is a service contract with some works and equipment supply, focused on keeping operational transport systems maintained and secure. Delivery is in London. The work may suit contractors experienced in maintaining integrated electronic security, communications and control systems in a complex transport environment, including suppliers able to provide responsive repairs as well as planned servicing and limited upgrade work.

This procurement is at the planning stage: TfL has set out its intention to buy the services, but has not yet invited tenders. It plans to issue a tender notice on 23 June 2027. The expected contract period is 13 September 2028 to 13 September 2036, with a possible extension to 13 September 2038. The procurement is planned as a single lot. TfL is undertaking preliminary market engagement through a Market Sounding Questionnaire to understand supplier appetite, capacity, capability, risks and opportunities, and to shape the tender documents. It envisages an online supplier presentation in the week beginning 5 October 2026, questionnaire responses by 16 October 2026 and follow-up one-to-one discussions in the weeks beginning 26 October or 2 November 2026. These are engagement milestones, not tender submission dates.

The work is likely to suit established maintenance providers with the technical breadth to support CCTV, access control, security, SCADA and passenger-facing communications equipment across a large, live transport network. Suppliers should consider whether they can deliver both scheduled maintenance and reactive fault response, and whether they have the workforce, systems expertise and operational capacity to cover multiple TfL business units. Capability to supply replacement or additional assets and undertake limited capital-project upgrades may also be relevant. TfL is explicitly seeking feedback on market appetite, supplier capacity and capability, and perceived risks and opportunities, so suppliers can use the engagement to explain how their service model fits the scope and what could affect delivery. This engagement is intended to inform the later procurement, not to award work.

Planning Information

Transport for London (TfL) is issuing a preliminary market engagement notice to obtain market feedback in relation to Communications, CCTV, and Security Systems Maintenance by issuing a Market Sounding Questionnaire (MSQ). The primary focus of the MSQ is to better understand the market, supplier appetite, capacity, and capability, as well as perceived risks and opportunities. The engagement will also provide feedback and help to develop the tender documentation. TfL invites suppliers to participate in this Preliminary Market Engagement exercise by completing an MSQ. All feedback received will be treated confidentially and will help to shape the upcoming procurement opportunity. Information on the engagement process and the procurement can be found in MSQ documents which will be emailed to interested suppliers. The engagement process consists of the following key steps: 1. Registering Interest - Suppliers who wish to participate should express their interest by emailing 1FMCommsProcurement@tfl.gov.uk and quoting ‘Communications, CCTV and Security Systems Maintenance – Registering MSQ interest’. 2. TfL will host an online presentation for suppliers interested in the procurement process. We envisage this taking place week commencing 5th October. All suppliers who express an interest will be issued an invite to this session. Please advise of your attendees and their contact details in your initial email registering an interest. 3.Review and complete the MSQ document. 4.Email the completed MSQ document back to 1FMCommsProcurement@tfl.gov.uk in an MS Word format before the deadline of 17:00 on 16th October 2026 5. Following review of the MSQ responses we will be looking to have one to one discussions with suppliers to discuss their responses further. We envisage sessions taking place week commencing 26th October or week commencing 2nd November, and these sessions will be arranged in due course. TfL reserve the right to carry our further market engagement in addition to the steps outlined above.
