West Sussex County Council is buying trauma-informed residential placements for children and young people in care through its Children’s Home Collaborative Project Framework. The requirement covers health and social work services, delivered through children’s homes in West Sussex. It is divided into homes for children with complex lives, homes for children with emotional and behavioural difficulties, and homes for children with complex emotional and behavioural difficulties. The framework will initially provide 14 residential placements across these areas: four for complex lives, five for emotional and behavioural difficulties, and five for complex emotional and behavioural difficulties. This opportunity suits established children’s home operators and specialist residential care providers with the capability to deliver trauma-informed placements for children in care. Suppliers need experience supporting children and young people with complex lives, emotional and behavioural difficulties, or complex emotional and behavioural difficulties, depending on the lot pursued. They must be able to provide residential settings and care that meet the technical-quality requirements, with every technical question reaching the stated minimum standard. The requirement is identified as suitable for small and medium-sized enterprises and voluntary, community or social enterprises. Participation is reserved for sheltered workshops and public service mission organisations, so organisations with those statuses are particularly well placed. Providers should also be able to sustain multiple placements and work within a long-term framework arrangement.
