Notice Description

Warwickshire County Council (the Council) aspires to increase the number of Extra Care Housing ECH within the County and are seeking to understand market interest. The Council are looking to explore ways in which a provider can obtain funding to design, build and operate an extra care housing scheme which will include including the provision of care services for older people on part of the site of the former Manor Park Community School in Nuneaton, Warwickshire (off Beaumont Road, CV11 5HJ). The proposed site comprises of approximately 0.74 Hectares (1.82 Acres) to be developed is covered by Outline Planning Permission, granted by Nuneaton and Bedworth Borough Council. An adjacent part of the site is being developed by Warwickshire Property Development Group, for the provision of general needs housing - this area is not subject to market testing activity. The Extra Care Scheme will need to integrate with the general needs housing development and both the ECH and general needs housing design will need to complement each other. The overall purpose of an Extra Care Housing scheme is to provide safe and secure self-contained accommodation suitable for customers aged 55+ who require varying levels of support to enable them to live independently in a home environment. The potential scheme will be expected to be managed by a Registered Provider (i.e. an organisation registered with the Regulator for Social Housing) and have an agreed onsite care provider (by way contact/agreement between registered provider and care provider). The agreed care provider would also be contracted by the Council on a "spot" basis for the provision of care and support for people with care and support needs as assessed under the Care Act 2014. The care provider must be registered with the Care Quality Commission to deliver this type of care and support. We are seeking to explore innovative ways of delivering an operational scheme on the site and explore the model of development and funding that would be required to deliver the scheme. This activity also provides the opportunity for organisations to contribute ideas as to how the services may be developed for people needing this type of service.
