Summary of the contracting process

Transport for London intends to procure remediation works for water ingress at Chancery Lane and St Paul’s Underground stations in London. The planned scope includes new water-management systems, including drip trays, forced ventilation and dehumidifiers; repair and refurbishment of corroded steelwork and other assets; and a new electrical switch room at St Paul’s. The contractor will install new electrical equipment, remove redundant equipment, refurbish staff welfare areas at Chancery Lane, and repair water-damaged areas in escalator barrels and on platforms at both stations. Temporary works will support delivery in public-facing areas during engineering hours, alongside enabling works such as relocating assets and installing condition-monitoring systems. The procurement covers construction and specialist electrical, plumbing and drainage works within the utilities sector.

This is a planned procurement: Transport for London has announced its intention to buy the works, but has not yet issued an invitation to tender. The expected route is a selective competitive flexible procedure using the RISQS dynamic market, followed by an expression-of-interest process among suitable contractors. The buyer expects the next notice around 1 October 2026. The planned tender response period is expected to end on 21 January 2027, with an award decision anticipated by 31 March 2027. The single planned lot is expected to run from 19 April 2027 to 18 April 2028. The procurement is above the applicable threshold and submissions are expected in English. The buyer has indicated that the lot is suitable for small and medium-sized enterprises and voluntary, community or social enterprises.

The work is likely to suit contractors able to combine water-management, drainage, plumbing, electrical installation and low-voltage switchgear expertise on operational Underground stations. Transport for London expects to approach contractors on the RISQS dynamic market who hold all six specified RICCL capabilities: external drainage works installation; water-installation design and installation; electrical-installation design and installation; and low-voltage switchgear installation. Firms should therefore prepare evidence covering these disciplines, including the ability to coordinate design and construction, manage enabling and temporary works, and work safely in public-facing areas during engineering hours. Experience repairing corrosion and water damage, installing electrical infrastructure, protecting station operations and delivering complex works in constrained transport environments would be relevant when the procurement reaches the market.
