Summary of the contracting process

Transport for London (TfL) is in the planning stage of procuring a Computer Aided Design (CAD) software provider to manage design requirements for its extensive transport network, including rail and road systems. The initiative, titled "TfL Computer Aided Design," falls under the services category and offers opportunities for SMEs. Located in London, the engagement exercise is due by 31st October 2025, and interested parties should express interest by contacting TfL for a briefing pack and questionnaire. This procurement, expected to open for further communications by 31st August 2026, is governed by legal mandates under the UKPGA 2023/54, with a planned contract period from July 2027 to June 2033.

This tender represents a significant opportunity for businesses focused on IT services, software development, and consulting to engage with one of the UK’s public authority central government entities. The CAD software will support TfL in infrastructure design and upgrades, traffic simulation, asset management, and urban redevelopment, aligning with GIS and transport modelling. Businesses specialising in CAD software packages and development services should consider competing, particularly those with capabilities in supporting London's multimodal transport framework. The market engagement phase is designed for thorough market research, enabling interested organisations to align their proposals with TfL’s strategic needs, creating a potential pathway for substantial growth and collaboration.
