Notice Description

The Bakerloo Line runs through London from Harrow & Wealdstone, in the North, to Elephant & Castle in the centre with plans to extend South as part of the Bakerloo Line Extension initiative. The Bakerloo line fleet (72 Tube Stock) is now the oldest rolling stock operating in the UK with considerable costs to life-extend the fleet and significant risks to reduction in reliability. TfL therefore intends to introduce the new rolling stock onto the Bakerloo Line. The BLU Stage 1 Infrastructure works are required modify and upgrading the line's infrastructure to enable the introduction of the new rolling stock with the works expected to completed by, circa 2034. The core elements of the scope include: * Reconstructing Stonebridge Park Depot to consolidate all maintenance activities. * Expanding Queen's Park Area to deliver additional stabling capacity. * Modifying London Road Sidings to retain and minimally adapt existing facilities for continued stabling usage, as well as introducing a Driver's Training Facility. * Waysides works to ensure the line's power supply, signalling systems and potentially gauging is compliant with the new rolling stock. This is a refinement of the scope presented during TfL's previous 2024 BLU Early Market Engagement with the current scope having moved the cleaning shed from London Road to Stonebridge Park and no longer required the cleaning shed at the front end of the programme. . A high-level summary of assets within the scope of this works is provided below: * DC Power * HV Power * LV power supply * Stations & Property * Platform Train Interface * Civils & Structures * Track * Signalling & communications * Depot maintenance sheds, fan roads & Stabling TfL are currently envisioning three competitions to deliver the scope. TfL previously carried out preliminary market engagement (PME) for the Bakerloo Line Upgrade (BLU) programme in 2024 to engage the market to establish appetite and seek feedback on emerging approaches or alternative/innovative delivery methodologies for the proposed BLU depot, sidings and wayside works that would enable the new fleet introduction. This early market engagement following the publication of a PIN notice included a Supplier Industry Day and a Market Sounding Questionnaire Activity. Following the feedback from these PME activities, TfL has refined its strategic approach to the BLU Programme. TfL now wishes to recommence its early market engagement to provide the market an update on the BLU programme and to further seek market expertise to finalise the shaping of the planned procurement. TfL is particularly interested in supplier feedback on TfL's newly developed delivery model which is intended to drive improvements, capture construction efficiencies, reduce costs, seek innovative techniques to reduce carbon and improve whole life costs. It is anticipated that the recommenced preliminary market engagement process will involve the following four activities. 1. 1:1 Delivery Model Supplier Sessions 2. Supplier Industry Day 3. Document Feedback 4. 1:1 Programme Supplier Sessions This Preliminary Market Engagement exercise is being managed via the BLUPartnerSupport@tfl.gov.uk mailbox. Suppliers wishing to take part in the preliminary market engagement must express their interest through contacting the BLUPartnerSupport@tfl.gov.uk mailbox. Please make your email subject: " 'Supplier Name' BLU PME Interest ". TfL will issue the link for Supplier Industry Day registration and invites to 1:1 Supplier Sessions via cvent and the BLUPartnerSupport Mailbox. The Document Feedback Activity will be run through TfL's e-Tendering portal SAP Ariba. To take part in this activity Suppliers are required to follow the below process: (1) To register or to check if you are already registered to SAP Ariba, log on to https://service.ariba.com/Supplier.aw . Interested parties must read the instructions carefully before proceeding with registration. (2) Once you have registered on SAP Ariba (or are already registered), you must also register on TfL's SAP Ariba system through the following link https://s1-eu.ariba.com/Sourcing/Main/ad/selfReigstration?realm=TfL Guidance on registering is available through the following link: here https://content.tfl.gov.uk/supplier-registration.pdf Please contact Ariba_Supplier_Enablement@tfl.gov.uk in the first instance should you experience any problems with the portal for issues related to items 1 and 2 above. BLU Supplier Industry Day: TfL are intending to run an in person Supplier Industry Day wherein TfL will provide an update on the current status and intentions for the BLU Stage 1 Infrastructure Works requirement. The Supplier Industry Day is scheduled to take place on 24th March 2026 at 1 Great George Street London SW1P 3AA Suppliers that express their interest in the PME activity (as per above instructions) will be emailed a link to register for Industry Day attendance via cvent. Suppliers are asked to complete the registration form before 5pm on 10th March 2026. Please note that a maximum attendance of 3 persons per respondent will be allowed. BLU Document Feedback: TfL are intending to release a list of documents for suppliers to review and provide feedback on. These documents will be released after the BLU Supplier Industry Day to all suppliers who expressed their interest and successfully registered for the Document Feedback activity. BLU 1:1 Supplier Sessions: TfL are intending to run a series of 1:1 supplier sessions to gain more detailed insight from the market on topics of interest in TfL. Due to time and resource constraints, it is anticipated that only a subset of interested suppliers will be invited to the 1:1 sessions. Invited suppliers will be selected to ensure that a range of supplier types and expertise are represented at the BLU 1:1 supplier sessions. All information shared by TfL with suppliers throughout the PME process will be captured and shared with all interested suppliers alongside the tender notice to ensure that competition in relation to the award of the public contract is not distorted as per Section 16 of the Procurement Act 2023 regulations. This Notice is for information only. This is a pre-procurement activity and does not imply any commitment to any future procurement process or at all. The purpose is to seek feedback on TfL's initial approach, appetite from industry and information on alternative solutions that are being developed in the marketplace for similar schemes.
