Summary of the contracting process

Transport for London sought repair and maintenance services for London Underground’s 1992 Tube Stock on the Central line. The requirement covered the business-as-usual overhaul of LT130 direct-current traction motors, including the provision of labour, technical resources and materials in accordance with the London Underground overhaul specification. The scope also included repairs to motor armatures and field cases. This was a specialist rail engineering requirement concerning traction motor overhaul and associated component repair, rather than general fleet maintenance. The work was intended for Transport for London’s Central line fleet and related to the overhaul of float motors and half couplings used with the 1992 Tube Stock.

The buyer invited offers through a tender procedure for one lot under the utilities regime. The procurement reached tender but was subsequently withdrawn and terminated before award. The planned contract period was 28 November 2025 to 27 November 2027. Transport for London ended the process after reviewing its business requirements: demand and forecast volumes had reduced significantly, and the remaining work could be accommodated through existing subcontractor arrangements. The authority concluded that additional LT130 motor overhaul capacity, float motors and mobilisation of another supplier were no longer required. The tender therefore will not proceed to contract award; the termination was recorded on 21 July 2026.

This opportunity was suited to specialist rail engineering contractors able to overhaul LT130 direct-current traction motors and repair armatures and field cases to London Underground specifications. Suppliers would need suitable workshop capability, engineering resources, materials management and the technical competence to work on traction equipment used in 1992 Tube Stock. Experience of fleet overhaul, component repair and quality-controlled rail maintenance would have been relevant, alongside the capacity to provide additional float motor capability and support mobilisation as a new supplier. The procurement identified the lot as suitable for small and medium-sized enterprises and voluntary, community or social enterprises. However, the requirement was terminated because existing arrangements could absorb the reduced demand, so it is not a current bidding opportunity.
