Summary of the contracting process

Nuclear Restoration Services Limited is procuring the design and build of a waste transfer corridor for the Shaft and Silo programme at Dounreay in Scotland. The requirement is for engineering and plant design services, covering development of the scheme design to final design, manufacture of the plant and equipment, factory acceptance testing, supplementary operating and maintenance documentation, and delivery of the completed and assured equipment. The requirement may also include storage solutions during the contract period or under a further one-year storage arrangement. The plant and equipment will provide infrastructure for the safe and efficient operation of future main construction works at the Transfer Corridor and the wider Shaft and Silo programme. The procurement is presented as one integrated requirement for a single supplier.

The procurement has reached tender: the buyer invited offers through a two-stage competitive flexible procedure under the Procurement Act 2023. The first stage uses conditions of participation and procurement-specific questions to reduce the field to up to three bidders; the second is a full technical, commercial and social value tender. Expressions of interest are due by 16 October 2026 at 23:59, and enquiries close on 9 October 2026 at 23:59. The contract is scheduled to run from 29 January 2027 to 29 January 2030, with a possible one-year extension for storage, to 29 January 2031. Estimated value is £10.4 million excluding VAT, or £12.48 million including VAT. Evaluation is technical quality 50%, price 40% and social value 10%.

This opportunity suits an engineering, manufacturing or integrated delivery business able to take responsibility for design development through manufacture, assurance, testing and delivery of specialist plant and equipment. Bidders will need the technical capability to produce final engineering designs, manufacture equipment, complete factory acceptance testing and provide operational and maintenance documentation. The requirement also favours suppliers able to manage delivery and, potentially, storage, spares, repairs and ancillary services over a multi-year programme. It is suitable for small and medium-sized enterprises, as well as larger providers, where they can demonstrate the necessary economic and technical capacity. The first stage is intended to select up to three bidders, so suppliers should be prepared to evidence their capability through procurement-specific questions before submitting a full tender.

Scope consists of: - Maturation of scheme design to final design, - Manufacture of the Plant and Equipment - Factory Acceptance Testing (FAT) - Creation of supplementary operational and maintenance documentation - Delivery of the final manufactured and assured Plant and Equipment - Possible Storage solutions either within contractual timescales or within the plus one-year arrangement

Planning Information

Market Participation NRS welcomes engagement from single economic operators, consortia, and joint ventures, including arrangements formed specifically for complex nuclear delivery projects. NRS has not predetermined the preferred delivery or market structure. Contractual and Commercial Context Subject to future approvals, any contract may be awarded to a single supplier or integrated delivery entity, may use an NEC4 form of contract (for example PSC or ECC), and may be phased to align with programme maturity and site constraints. Indicative value and duration The anticipated contract value is in the range of £10.2m to £11.8m (ex VAT), with an indicative duration of up to 4 years (subject to future approvals, funding and final contract structure). The procurement procedure, contract packaging and lotting approach have not yet been determined. Preliminary Market Engagement In line with the Procurement Act 2023, NRS may undertake proportionate market engagement activities, including written information requests, supplier briefings or limited one to one discussions. Participation will not confer any advantage or disadvantage in any future competitive tendering procedure. As part of the preliminary market engagement, NRS intends to hold a face-to-face supplier engagement event, following the virtual supplier webinar held on 21st May 2026, to obtain market insight (via questionnaire) and provide further information on the potential procurement. Due to logistical consideration, and the demand shown at the virtual session, there will be a limit to the number of attendees NRS can accommodate at the event. NRS intends to limit the session to two attendees, per organisation, of those who submitted an expression of interest to the Virtual Session prior to it being held. This may change and any alterations will be communicated. To ensure ongoing transparency the outcomes of the session will be made available in the e-sourcing system (Atamis) to any who register interest in the procurement going forward. Expressions of interest to participate in the pre – market engagement must be submitted through the Atamis System (record C30748), starting 01/06/2026 with a deadline of 23:59 on Friday 19th June – details of which can be found in the document “C30748 - Pre Market Engagement - D&B of Waste Transfer Plant & Equipment document”. The pre-market engagement documents are available for unrestricted and full direct access, free of charge, at: https://atamis-2464.my.site.com/s/Welcome NRS will retain a log of expressions of interest to facilitate notification of any subsequent procurement arising from this preliminary market engagement. Personal data will be handled in accordance with NRS data protection obligations and will not be used for any purpose other than preliminary market engagement and future related communications. NRS intends to use the outcomes of the preliminary market engagement to inform and refine its procurement strategy and associated tender documentation. Any high-level outputs from the engagement will be shared with all organisations that have expressed an interest, to ensure transparency and equal access to information. Indicative Timescales Preliminary market engagement is expected to take place during 2026. Any potential future procurement timescales are to be confirmed. All timescales are indicative only.
