Summary of the contracting process

North Tyneside Borough Council has commissioned homecare and social support to help people live independently in their own homes and participate in their communities. Services will be delivered across North Tyneside, divided into five geographic zones plus a borough-wide secondary-provider lot. The framework is also available to North East and North Cumbria Integrated Care Board. Care packages are allocated to named providers in each zone, subject to their capacity and ability to meet the requirements; if neither can take a package, it may be offered to providers on the secondary lot. Services are paid at hourly rates, including time-based work calculated by calendar day or, where spread over multiple days, eight-hour periods.

The procurement used an open procedure and is at award stage. Five zone lots each have two named providers: Everyday Care & Support and The Care and Support Group in Zone 1; The Care and Support Group and Comfort Call in Zone 2; Dale Care and Hales Group in Zones 3 and 4; and Everyday Care & Support and Life and Care Solutions in Zone 5. The borough-wide secondary-provider lot has 27 appointed suppliers. Each lot is valued at £39 million excluding VAT (£46.8 million including VAT); the overall estimated framework value is £234 million excluding VAT (£280.8 million including VAT). Awards were dated 30 September 2026. Contracts are due to run from 11 November 2026 to 10 November 2030. Evaluation was based on quality, including social value (20%); named-provider lots also weighted mobilisation and capacity at 15% each.

This procurement demonstrates sustained demand from North Tyneside for homecare providers able to deliver person-centred support at home and respond to care-package referrals across defined local zones. Credible competitors need sufficient local workforce and operational capacity to accept packages, mobilise services, manage delivery day to day and provide effective, caring and responsive support. Strong proposals should show how care and support needs will be met in practice, alongside a clear management approach and evidence of social value. The framework distinguishes between a small number of named providers for each zone and a broad secondary-provider pool used when named providers cannot take work. Suppliers should therefore be able to explain both dependable capacity and how they would maintain service quality when accepting individual packages.

The service will provide care and support services when required to enable a person to live an independent life, remain in their own home and fully engage in their community . Procured under Procurement Act 2023 Open procedure.

Lot Information

Lot 1 - Named Provider in Zone 1

Renewal: 2-year Framework Contract with the option to extend for a further 2 years. Extensions will be based on a 1 yr plus 1 yr extension, total contract period if both extensions taken - 4 years.

Renewal: 2-year Framework Contract with the option to extend for a further 2 years. Extensions will be based on a 1 yr plus 1 yr extension, total contract period if both extensions taken - 4 years.

North Tyneside will be holding 2 (possibly 3) engagement events. The events will cover an overview on the contract, timeline of the procurement, social value requirements and portal information.
